Submit bids by the closing date and time (13 August 2026, 12:00) to the PRASA Tender Drop Off Office at 3 Old Marine Drive, Cape Town. Bids must be sealed and deposited in the bid box. Attend the compulsory briefing session on 05 August 2026 at 10:00 in the ICT Boardroom, 3 Old Marine Drive, Cape Town. Sign the attendance register and submit the Certificate of Attendance with your bid. Do not reference other quotations or proposals in your submission. Any attempt to canvass PRASA employees during the evaluation period may disqualify your bid.

Evaluation follows a two-stage process: Stage 1 (Mandatory and Other Mandatory Requirements) and Stage 2 (Pricing and Specific Goals). Stage 1A: Mandatory documents include the Price Schedule (Section 10) and Price in Words (Section 4). Non-compliance results in automatic disqualification. Stage 1B: Other mandatory requirements include a Letter of Good Standing (COIDA), valid SARS PIN, CSD registration number, completed RFQ documentation, Briefing Session Certificate of Attendance, proof of bank account, company registration documents, and proof of offices/warehouse in the Western Cape. Failure to submit these may lead to disqualification if not provided within 3 working days upon request. Stage 1C: Non-mandatory documents for scoring include certified copies of ID documents of owners and B-BBEE Certificate/Affidavit. Stage 2: Scoring is 80 points for price (using the 80/20 preference point system: PS = 80(1 - (Pt - Pmin)/Pmin)) and 20 points for specific goals (B-BBEE Level 2 or higher: 10 points; EME 51% Black Owned: 10 points). Total: 100 points. PRASA may negotiate market-related prices with top bidders if the highest score is not market-related.

Submit a valid SARS PIN or CSD number; each party in a consortium/joint venture must provide separate documentation. No bids will be considered from state employees or entities with state-linked directors. Additional mandatory documents: Letter of Good Standing (COIDA), proof of bank account, company registration documents (Certificate of Incorporation), proof of offices/warehouse in the Western Cape (e.g., telephone/municipal/bank statements), and proof of prior supply of similar materials (minimum two appointment letters). Non-mandatory for scoring: Certified copies of ID documents of owners and B-BBEE Certificate/Affidavit (B-BBEE Level 2 or higher or EME 51% Black Owned earns 10 points each under Specific Goals).

Contract terms: Supplier warrants items meet PRASA’s requirements and are fit for purpose, remaining defect-free for one year from acceptance (unless otherwise stated). Supplier indemnifies PRASA against claims arising from negligence, intellectual/legal rights infringement, or breach of statutory duty. Subcontracting requires PRASA’s prior approval; the successful bidder remains liable for performance. Governing law: Republic of South Africa, with non-exclusive jurisdiction of South African courts. PRASA reserves the right to reject non-compliant bids, negotiate market-related prices, or cancel the RFQ if no agreement is reached. Payment is within 30 days of receipt of a correct tax invoice. Late deliveries may incur penalties. Title and risk pass to PRASA upon acceptance.
