Supply, delivery, installation and commissioning of water bath equipment for conditioning two-wheeled refuse bins (SANS 1494:2023)

The quotation must include a Treasury CSD registration report, a valid B-BBEE certificate or sworn affidavit, SBD 4 Bidder's Disclosure, SBD 6.1 Preference Points Claim form (2022 Regulations), and Appendix A – Non-Disclosure Agreement.

The bidder must submit the following documents with the quotation: Treasury Central Supplier Database (CSD) registration report, valid BBBEE certificate/Sworn Affidavit, SBD 4 Bidder's Disclosure, SBD 6.1 Preference points claim form, and Appendix A – Non-Disclosure Agreement.

Only bidders who submit quotations as per requirements and mandatory requirements are evaluated further on the 80/20 preference point system of 2022 (Pricing and Specific Goal). Price allocation: 80 points; Specific Goals: 20 points. Points for specific goals claimed on SBD 6.1 must be supported by documentation; failure to submit proof means preference points are not claimed. Bidders listed on the Register for Tender Defaulters or Restricted Suppliers are disqualified.

Supply, install, and commission water bath equipment for conditioning Two Wheeled Mobile Refuse Bins in accordance with SANS1494:2023 clauses 8.5 (test for resistance to exposure to elevated temperature) and 8.6 (test for resistance to environmental stress cracking). Minimum requirements: water/solution fillable without leakage; temperature range 0 to 100°C; maintain temperature at +/-2°C tolerances (e.g., 70 +/-2°C) for specific hours; cabinet accommodates two wheeled bin samples with free air circulation; materials corrosion-resistant (e.g., galvanized or corrosion-resistant paint). Bidder must attach a detailed brochure/technical datasheet of proposed water bath. Declarations required for: providing complete system, installation/commissioning/training, online and physical support, local technical support and spares availability. Must submit digital probe/data sheet for temperature display, data logger/data sheet for displaying and recording readings, and proposal/presentation/pictures to demonstrate capability to support clauses 8.5 and 8.6. Supplier responsible for packaging, shipping, offloading, installation including all resources; modifications at SABS test facility must be identified in quotation. Installation at SABS, Mechanical Testing, Packaging Laboratory; integration with existing equipment includes all hardware, software, interfaces and engineering services. Commissioning includes functional checks, commissioning results and signed record. Training of 3 laboratory personnel. All documentation in English, electronic (hard copy where requested) including manuals, calibration certificates (SANAS accredited), installation/commissioning docs, maintenance schedule, troubleshooting guide, spare-parts list, warranty docs. Provide warranty period, maintenance schedules, calibration intervals, software support arrangements.

Supplier responsible for packaging, shipping, offloading, and installation. Must provide installation method statement and identify site requirements before installation. Commissioning includes functional checks and signed record. Training of 3 personnel in the laboratory. Provide all necessary documentation in English, including manuals, calibration certificates, maintenance schedule, and warranty documentation.

Quotation to include total cost all-inclusive of VAT, cost breakdown, installation and commissioning, training, transportation (if applicable), disbursement (if applicable). Fixed price; provision for forward cover if foreign currencies involved. No advance payment; payment per delivery.

SBD 4 Bidder's Disclosure: declare whether any director/shareholder/controller is employed by the state or connected to the procuring institution; false declaration leads to disqualification. SBD 6.1 Preference Points Claim form in terms of Preferential Procurement Regulations 2022. Appendix A – Non-Disclosure Agreement: signed to protect confidential information, in force for 12 months. Bidders listed on Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.

Preference points awarded under the 80/20 system (2022 Regulations) for specific goals, with 20 points available for specific goals. Claims must be supported by proof; fraudulent claims may lead to disqualification, contract cancellation, and restriction from doing business with the state for up to 10 years.

Installation must be completed by suitably competent personnel and leave the facility safe, clean, and ready for operation. Supplier must identify any site requirements and modifications for safe and effective operation.

RFQ does not create a contract; SABS may reject any submission or select based on its own criteria. Bidder bound by all terms in RFQ and must sign Non-Disclosure Agreement (Appendix A). Quotation validity: 120 days from closing, extendable by 60 days by SABS written notice; bidder not permitted to amend. If contract awarded, SABS will not make advance payment; payment per delivery. Bidders responsible for all costs; no canvassing or contact with SABS personnel other than named contact.

No upfront or advance payment; SABS not responsible for bidder's costs; bidder's quotation valid 120 days from closing, extendable by 60 days by SABS written notice (no consent required); SABS may request further extension but bidder not obliged; SABS may discontinue RFQ process at any time; SABS not bound by bidder's contractual terms.

Mandatory requirements: meet technical specifications and attach a detailed brochure/technical datasheet; provide declarations confirming ability to supply complete system, installation/commissioning/training, and online/physical support; demonstrate capability to support testing to SANS1494:2023 clauses 8.5 and 8.6 (proposal, presentation, pictures); equipment must have temperature display screen (submit digital probe or data sheet); accuracy, traceability and suitability of measurement system (submit data logger or data sheet); local technical support and spares availability (submit declaration).
