The South African Bureau of Standards (SABS) invites suitably qualified service providers to supply, deliver and install a Macbeth light (colour viewing booth). The booth is used to evaluate fabric colour under standardized light sources, supporting colour accuracy and consistency according to SANS 105 - A02 & A03.

• SBD 6.1 (Preference Points Claim Form): claims preference points for specific goals under the Preferential Procurement Regulations 2022

Disqualification risks:

• Any returnable form left unsigned or omitted

Evaluation stages:

1. Mandatory requirements check: bidders must meet the mandatory requirements (track record and technical specification) to be evaluated further.
2. Preference points: only bidders who quoted as per the requirements and mandatory requirements are evaluated on the 80/20 preference points system (2022).

Scoring split:

• Price: 80 points
• Specific goals: 20 points
• Total: 100 points

Specific goals (points claimed via SBD 6.1):

• Black ownership: 100% = 10 points; 75-99% = 8; 60-74.99% = 6; 51-59.99% = 4; 1-50.99% = 2; 0% = 0
• Black women ownership: 100% = 6 points; 51-99% = 4; 1-50.99% = 2; 0% = 0
• Persons living with disabilities ownership: 100% = 4 points; 51-99% = 2; 0-50.99% = 0

Bidders that do not claim points will be allocated 0 points for specific goals.

Scope: Supply, delivery and installation of a Macbeth light (colour viewing booth) to replace the existing cabinet, for colour evaluation according to SANS 105 - A02 & A03.

Technical requirements:

• 6-light colour matching cabinet / colour assessment light box with six light sources: D65, TL84, F, UV, CWF, U30; 110V or 220V
• Illumination of 600 lux or more
• Light incident on the surface at approximately 45°, viewing direction approximately perpendicular to the surface

Delivery, installation and commissioning:

• At SABS Groenkloof, 1 Dr Lategan Road

Training:

• Provide training to 6 SABS staff

• User manuals
• Instruction manuals
• SABS may request additional documents to assess capability

• The service provider is responsible for delivery, installation and commissioning of the light at SABS Groenkloof, 1 Dr Lategan Road.

Training:

• Provide training to 6 SABS staff.

Quotation must include:

• Total cost all-inclusive of VAT
• Cost breakdown
• Delivery, installation and commissioning
• Training
• Transportation cost (if applicable)
• Disbursement (if applicable)
• Fixed price; where foreign currencies are involved, bidders must make provision for forward cover.

Pricing format:

• Total cost all-inclusive of VAT

Payment terms:

• No upfront or advance payment will be made
• Payment only in accordance with delivery of goods/services agreed with SABS

Validity:

• Quotation valid for 120 days from closing date
• SABS may extend validity by 60 days by written notice; bidders cannot amend quotations during extension

Mandatory compliance:

• CSD registration: must be registered on the National Treasury Central Supplier Database and submit the CSD registration report
• Tax compliance: provide SARS Tax Compliance Status (TCS) PIN or CSD number; each party in a consortium/joint venture/sub-contractor must submit separate TCS/CSD
• B-BBEE: valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) to claim specific goals
• No bids from persons in the service of the state, or companies with directors who are state employees
• SBD 4 (Bidder's Disclosure) and SBD 6.1 (Preference Points Claim Form) must be submitted
• Non-disclosure agreement must be signed and submitted

Mandatory requirements (evaluation criteria):

• Company track record: demonstrate experience of successfully delivering Macbeth lights or equivalent; submit at least three (3) reference letters from previous/current clients
• Meet technical specification: submit a brochure and/or data sheet of the proposed Macbeth light booth

Contract formation:

• This RFQ does not commit SABS to any course of action; SABS may reject any submission not conforming to instructions, select a bidder based on its own criteria, or not select any bidder.
• No communication by SABS personnel creates a contract; a contract only arises upon signature of a written agreement.
• SABS will not be bound by any legal or contractual terms included in the bidder's quotation.
• SABS may discontinue the RFQ process at any time without liability for bidder losses.

Validity:

• Quotation valid for 120 days from closing date; SABS may extend by 60 days by written notice; bidders cannot amend quotations during extension.

Confidentiality:

• The RFQ document and any confidential information provided are covered by the non-disclosure agreement to be signed between SABS and the bidder.

Payment:

• No upfront or advance payment; payment only in accordance with delivery of goods/services.

Costs:

• SABS is not responsible for any bidder costs incurred in preparing or submitting a quotation.
