Submit both a hard copy and an electronic copy (clearly marked USB) of the bid document. Hard copy must be sealed, clearly marked with the bid number and description, and placed in the bid box in the foyer of Missionary Mpheni House, Beyers Naude Drive, Rustenburg, by the closing date and time. Late submissions will not be accepted. Bids must comply with all instructions in the tender document, E-tender advert, and CIDB Website. Failure to adhere to all requirements (e.g., missing USB, mandatory documents, or incorrect marking) will result in disqualification. Bids remain valid for 90 days. Objections or complaints must be submitted in writing to the Municipal Manager within 14 days of the award, including reasons, impact on rights, and remedy sought.

Evaluation stages: 1. Administrative evaluation: Document completion and attachment of all mandatory certificates. 2. Functionality evaluation: Minimum score of 70 out of 100 required. 3. Preferential points: 80/20 system (80 points for price, 20 points for specific goals). Mandatory eligibility criteria: Valid ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018 certifications. CIDB grading of 6EP or higher. No other evaluation criteria will be used.

Scope: Perform switchgear and protection testing and maintenance at various substations and electrical networks as and when required for a period of 3 years. Standards: Must comply with ISO 9001:2015 (Quality Management), ISO 14001:2015 (Environmental Management), and ISO 45001:2018 (Occupational Health and Safety).

Tender document fee: R1000.00 (non-refundable). Proof of deposit with proper reference (company name + bid reference number RLM/DTIS/0120/2025/26) must be submitted. Payment details: Standard Bank, Account Number: 033 054 657. Bid price validity: 90 days. Municipality reserves the right to accept the whole or part of any bid and may increase or decrease quantities as per technical specifications.

CIDB Grading: Minimum 6EP or higher. Mandatory certificates: ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018. All necessary certificates must be attached with SCM mandatory documents. B-BBEE compliance required as per PPPFA 2022 and Supply Chain Policy of Rustenburg Local Municipality. Company name must be included in all submissions. Failure to submit mandatory documents will result in disqualification.
