The film and publication board requires a company secretariat service provider to support its council — a chairperson, deputy chairperson and seven members — and its three governance committees for a three-year period, estimated at 600 hours a year and 1 800 hours in total. The work covers meeting administration, agendas, minutes and resolutions, statutory registers, governance policy and legal compliance advice, council induction and training, and ad hoc governance projects such as king v readiness assessments. Bidders must price both an hourly rate option and a retainer option, with the financial proposal in a separate sealed envelope. The decisive hurdle is functionality: a minimum of 70 out of 100 is required to reach price evaluation, and the assigned resource must be an admitted attorney holding an llb, legal practice council good standing and cgisa accreditation.
Compulsory briefing: Microsoft Teams on 23 October 2026 at 11:00; attendance is mandatory and non-attendance disqualifies the bid.
Closing: 10 November 2026 at 11:00, hand delivered or couriered to the FPB tender box at reception, Eco Glades 2, 420 Witch Hazel Ave, Eco Park, Centurion 0169, weekdays 08:00–16:00; electronic submission is not accepted and late bids are rejected.
Minimum functionality score: 70 of 100, scored as bidder experience 20, company secretary experience and qualification 25, Council secretary qualifications 25, and methodology and work plan 30; bidders below 70 are not evaluated on price.
Assigned resource qualifications: LLB degree, proof of admission as an attorney, Legal Practice Council letter of good standing and valid CGISA accreditation; a detailed CV showing five years relevant experience covering public sector governance, Council management, the PFMA, Treasury regulations, labour relations and governance codes.
Reference letters: from different public organisations (PFMA schedule entities) evidencing Council secretariat work, on company letterhead, dated, signed and carrying a contactable email address; two resources with Council Secretary experience are needed for the higher experience scores.
Pricing: both an hourly rate option and a retainer option must be priced, with the financial proposal in a separate sealed envelope marked with the bidder's name, SBD 3.3 fully completed, all taxes and delivery costs included, and the offer valid for 120 days from closing.
Preference points and compliance: 80 points price and 20 points specific goals, with a B-BBEE verification certificate or sworn affidavit (EMEs and QSEs) submitted with the bid or the preference points are forfeited; CSD registration (MAAA) with a SARS tax compliance PIN is required, and state employees, tender defaulters and restricted suppliers are excluded.
