The inkomati-usuthu catchment management agency requires a service provider to render external audit services under a 36-month contract, with a project team proposed as part of the bid and pricing submitted on the prescribed pricing schedule. Bids close at 11:00 on 24 november 2026 and must be deposited in the bid box at the iucma offices in mbombela; emailed, faxed, mailed or late bids are rejected. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 for preference goals claimed on sbd 6.1. Only bidders registered on the national treasury central supplier database with a valid SARS tax compliance status may bid, and the bid document must be completed by hand in black ink and returned in full.
Closing: 24 November 2026 at 11:00 — one sealed original deposited in the bid box at IUCMA Offices, 2nd Floor, ABSA Square Building, 20 Paul Kruger Street, Mbombela, 1200; email, fax, mail, telegram and late bids are rejected, and bids placed in the wrong box are not considered. No compulsory briefing or site visit is scheduled.
CSD and tax: registration on the National Treasury Central Supplier Database with the CSD master registration number is mandatory, and a SARS tax compliance status PIN or printed TCS certificate must accompany the bid; tax compliance is verified on the CSD and must hold at submission, at award and for the full contract term.
Evaluation: 80/20 preference point system under the Preferential Procurement Regulations, 2022 — 80 points for price and 20 for preference goals claimed on SBD 6.1; bids are first screened against the administrative, mandatory and technical responsiveness checklist and non-responsive bids are not evaluated further.
Returnable documents: SBD 1, Authority to Sign a Bid with a directors'/members' resolution, the POPI Act declaration, SBD 4, SBD 6.1, the Pricing Schedule, the addenda/notices schedule and the responsiveness checklist; an incomplete or unsigned authority certificate makes the bid non-responsive and an unsigned POPI declaration disqualifies the bidder.
Document format: complete the original bid document by hand in non-erasable black ink (typed entries not permitted), no correction fluid or tape, no unauthorised alterations and no alternative bids; the complete original document must be returned, as missing pages disqualify the bid.
Commercial terms: bid validity is 150 days from closing with firm prices, pricing must be on the prescribed schedule showing the total including VAT, and a project team must be proposed; payment is by electronic transfer within 30 days of a compliant invoice, and late or poor performance attracts a penalty at the prime interest rate per day of delay.
Exclusions: no bid from a person in the service of the state or from a company or close corporation with such a director or member, and no award to a bidder on National Treasury's Register of Tender Defaulters or List of Restricted Suppliers; fronting indicators must be rebutted within 14 days, failing which the bid may be invalidated and the bidder restricted from public sector business for up to 10 years.
