The south african nursing council requires a consulting firm combining actuarial, legal and negotiation specialists to design, manage and execute a voluntary buyout of its post-retirement medical aid liability, which covers 20 retired members. The twelve-month assignment runs in three phases: an ias 19 actuarial valuation with an individual buyout pricing matrix, a legal framework with binding discharge and settlement agreements, and stakeholder engagement with one-on-one negotiations. Five milestone deliverables are due between 2 and 20 weeks from project start, priced as a single all-inclusive quotation against a schedule of the five deliverables. The decisive hurdle is functionality: bids scoring below 70 out of 100 are eliminated before price is considered, and the actuary and business analyst qualifications carry half of those points.
Closing and submission: sealed quotation must be in the tender box at SANC Reception, Cecilia Makiwane Building, 602 Pretorius Street, Arcadia, Pretoria, 0083 by 11 November 2026 at 12H00 South African time; late quotations are not accepted and quotations must be submitted on the official forms without retyping.
Enquiries: email only, with a cut-off of 10 November 2026 at 11H30; SCM enquiries to [email protected] or 012 426 9541, technical enquiries to Mr. Thulani Shabane at [email protected] or 012 426 9508.
Mandatory disqualifiers: valid proof of registration as a Registered Service Provider with ASSA or another regulatory body, plus a detailed written price quotation covering the scope of work and deliverables; non-compliance with any mandatory item disqualifies the bid.
Functionality threshold: minimum 70 of 100 points or the bid is not considered further; the Actuary qualification (NQF 9 actuarial science scores 30, NQF 8 scores 20, NQF 7 scores 10, plus 5 for recognised professional body membership such as ASSA) and the Business Analyst qualification (NQF 9 scores 15, NQF 8 scores 10, NQF 7 scores 5, plus 5 for CNE or CIN certification) carry 50 of the 100 points, and certified copies must not be older than 6 months.
Reference letters: at least three are required, on client letterhead, signed, dated and not older than eight years with contact details; fewer than three scores zero, and six or more including at least two public-sector, professional council or regulated-environment clients scores the full 10 points.
CSD and tax compliance: submit a CSD report or CSD supplier number and a SARS tax compliance status PIN or printed TCS certificate, with each consortium, joint venture or subcontractor party submitting its own; a bidder found tax non-compliant must settle and provide written proof within 7 days or the bid is rejected, and bidders in the service of the state are excluded.
Specific goals (20 points): black ownership 8 points (100% = 8, 51%–99% = 5, below 51% = 0), black women ownership 4 points (100% = 4, 30%–99% = 2), black youth ownership 4 points (100% = 4, 30%–99% = 2) and disability ownership 4 points (20% or more = 4, below 20% = 2, 0% = 0); claims on SBD 6.1 must be supported by CIPC documents, a valid B-BBEE certificate or sworn affidavit, identity documents, a medical report for disability ownership or a signed declaration letter, otherwise zero points are awarded. Quotations must remain valid for at least 60 days from the closing date.
