Three-stage evaluation

Stage 1 — Administrative

Stage 2 — Mandatory (pass/fail)

• Two reference letters for photography and videography training previously conducted, on the client's letterhead.
• CV of the facilitator showing knowledge and practical experience in photography and videography training.
• Bids that fail these requirements are disqualified and are not scored on price or preference.

Stage 3 — Price and preference points (80/20 system, PPR 2022)

• Price: 80 points
• At least 51% black ownership: 15 points
• At least 30% black woman ownership: 5 points
• Total available: 100 points
• Preference points are awarded only where a certified B-BBEE certificate or sworn affidavit showing the ownership percentage is submitted.
• Price points are calculated against the lowest acceptable bid.

Pricing

Minimum service level: delivery of Advanced Photography and Videography training for 14 delegates onsite, within the agreed scope and timelines. Penalty for non-delivery: 15% of the invoice. The National Treasury General Conditions of Contract apply and are enforceable on this RFQ. The bid remains valid for 90 days from the closing date.

Mandatory requirements — bids that do not comply are disqualified: two reference letters for photography and videography training previously conducted, on the client's letterhead; and the facilitator's CV showing knowledge and practical experience in photography and videography training.

Three stages apply: administrative requirements, mandatory requirements, then price and preference points.

Administrative stage: all standard bid documents must be signed and the CSD report or CSD unique/supplier number attached; the RFQ special conditions must be met.

Mandatory stage: bidders must satisfy every mandatory requirement to be evaluated on price and preference points. Non-compliant bids are disqualified.

Price and preference stage: bidders that pass the administrative stage are scored on the 80/20 system under PPR 2022 — 80 points for price, 15 points for at least 51% black ownership, and 5 points for at least 30% black woman ownership. Certified B-BBEE certificate copies or sworn affidavits showing the ownership percentage are required to claim preference points.
