Atns seeks a service provider to deliver comprehensive cleaning, hygiene, sanitation, window cleaning, consumable supply and ad-hoc cleaning services at its facilities at king phalo airport (east london), mthatha airport and associated remote sites in the eastern cape, for a five-year period on an as-and-when-required basis. The provider must supply all labour, supervision, equipment, consumables, PPE and transport, with one cleaner stationed at each of the two main airports. The most consequential consideration is that attendance at one of the two compulsory briefing sessions is mandatory, and failure to attend will result in automatic disqualification.
Compulsory briefing: Attend either the East London session on 22 October 2026 at 11h00 (East London Airport, 66 Settlers Way, Greenfields, East London, 5201) or the Mthatha session on 23 October 2026 at 12h00 (Mthatha Airport, A1 Street, Mthatha Military Base, Mthatha). Attendance is verified via the register; non-attendance disqualifies the bid.
Closing deadline: Submit by 24 November 2026 at 11h00 CAT via the National Treasury e-Tender system or physically to ATNS Company Limited, Eastgate Office Park, Block C, South Boulevard Road, Bruma, 2298. Email submissions are not accepted. Hard copies require one original, one copy and a PDF on USB.
Mandatory experience: Provide at least three contactable reference letters for cleaning and hygiene services of similar nature and complexity, on client letterhead, signed by an authorised representative, with contact details, for services rendered within the past five years. Appointment letters, purchase orders or contracts are not accepted as substitutes.
Mandatory registrations and certificates: Submit a valid COIDA Letter of Good Standing (valid on closing date), a certified NCCA or BEECA membership certificate (not older than three months from closing date), and a Material Safety Data Sheet or product brochure for each proposed item.
Local footprint: Provide proof of an operational presence in East London and/or Mthatha, such as a municipal account, lease agreement or MoU with a local partner, in the name of the company or a director. Missing proof results in automatic disqualification.
Evaluation and preference points: The bid is evaluated on an 80/20 system (price 80 points, specific goals 20 points). Claim 10 points for 51% black-owned and 10 points for 30% black woman-owned status, supported by CSD report, CIPC documents, shareholder certificates, ID copies of shareholders and a B-BBEE certificate or sworn affidavit.
Pricing and validity: Complete and sign SBD 3.3 (Pricing Schedule – Professional Services) covering equipment rental, consumables and hygiene services for each of the five years. Bids without a price or with an incomplete price are non-responsive. Proposals must remain valid for 120 days from submission.
