Evaluation is in four phases:

Phase 1 – SCM compliance: completeness and correctness of documentation.

Phase 2 – Mandatory requirements: SANAS accreditation for SANS 10227:2012 and attendance at compulsory site briefing.

Phase 3 – Functional evaluation (minimum qualifying score: 70%):

• Contactable references (weight 30): 0 = none, 10 = one, 20 = two, 30 = three or more provided.
• Delivery period (weight 40): 0 = none or more than a day, 40 = 1 day.
• Years of experience (weight 30): 0 = none, 10 = less than 1 year, 20 = 1–3 years, 30 = more than 3 years.

Phase 4 – Price and Specific Goals (80/20 preference point system):

• Price: 80 points.
• Specific goals (B-BBEE): 20 points.

• Indicate whether rates are firm for the full project period; if not, provide the basis for adjustments (e.g., CPI).

Payment: invoices settled within 30 days from receipt.

SAWS may request audited financial statements prior to award to ascertain financial stability.

• SANAS accredited Inspection Body for SANS 10227:2012 – provide valid proof of accreditation.
• Attend compulsory site briefing and sign attendance register.

Other compliance:

• CSD registration (provide CSD number).
• SARS tax compliance (TCS PIN or CSD number).
• B-BBEE: valid certificate or sworn affidavit (for EMEs/QSEs) required to claim points.
• No bids from persons in the service of the state, or companies with directors/members in the service of the state.
