Appointment of a service provider to undertake a feasibility study, develop a detailed business case, obtain environmental and regulatory authorisations, provide transaction advisory services, and ensure implementation readiness for the Leandra Landfill Site Project, Govan Mbeki Local Municipality. RFP number T56/09/26. Infrastructure South Africa (ISA), a central government agency, in partnership with the IDC, intends to appoint a Transaction Advisor. The project involves the Leandra Landfill site, located on portion 4 of the farm Brakfontein 310-IR, licensed under NEMWA, currently posing environmental and safety risks. It is planned to be the regional landfill site for Govan Mbeki Municipality, receiving waste from surrounding towns. The work is structured in three phases: Phase 1 (detailed review and gap analysis), Phase 2 (comprehensive feasibility study including technical, economic, social, environmental, institutional, and financial assessments, environmental authorisations, preliminary engineering design, financial modelling, legal review, risk assessment, procurement plan, institutional readiness), and Phase 3 (compilation of ISA's 5-Case Intermediate Business Case and a 20-25 page summary document).

Evaluation is in four phases:

• Phase 1 – Initial Screening (compliance): CSD registration and supplier vetting, tax compliance status, submission of ID copy, B-BBEE status certificate or affidavit, completion of all standard bidding documents and annexures, board resolution, financial statements, and JV/subcontracting agreement if applicable. Non-compliance leads to disqualification.
• Phase 2 – Technical/Functionality Evaluation: Mandatory functional requirements (Section 2) must be met or the bid is disqualified. Other functional criteria weighted as follows:
• Bidder's relevant experience: 30
• Proposed methodology & approach: 30
• Proposed project plan: 10
• Qualifications, skills and experience of key personnel: 30
• Total: 100
• Minimum qualifying score for functionality: 70%. Bids below 70% are not considered further.
• Phase 3 – Preference Point System (80/20): Price 80 points, B-BBEE 20 points.
• Specific goals (B-BBEE 20 points):
• Black ownership: 100% black-owned = 10 points; 51%–99.99% = 4 points.
• 30% Black women ownership: 5 points.
• Any % ownership by Black Designated Groups: 2 points.
• Promotion of SMMEs (EME or QSE): 3 points.
• Only direct Black shareholding with exercisable voting rights qualifies (Black people, Black women, Black Designated Groups, ESOPs).
• Phase 4 – Objective Criteria: Award to highest scoring bidder unless an objective criterion justifies otherwise. Risk assessed on reputational risk (disclosure and CRAD screening), concentration risk, financial capability, and past performance in IDC contracts.

The IDC, on behalf of Infrastructure South Africa (ISA), seeks a Transaction Advisor to prepare a bankable feasibility study, develop a business case, and provide transaction advisory and implementation readiness services for the Leandra Landfill Site project in Govan Mbeki Local Municipality.

• The landfill is on portion 4 of farm Brakfontein 310-IR, licensed under NEMWA (license 17/4/WL/MP307/14/03). It currently poses environmental and safety risks (groundwater contamination, methane gas, hazardous conditions for waste pickers).
• The site is planned as the regional landfill for Govan Mbeki Municipality, receiving waste from Leslie, Eendracht, Secunda, Trichardt, Kinross, Evander, eMbalenhle and Charl Cilliers.
• Scope is structured in three phases:
• Phase 1 – Detailed review and gap analysis: review the Early Business Case (needs analysis, technical options, service delivery analysis), update it, conduct a gap analysis, and produce an inception report and plan within two weeks of contract signing.
• Phase 2 – Comprehensive feasibility study: technical, economic, social, environmental, institutional and financial feasibility, including:
• Justification, needs analysis and objectives
• Demand analysis (current and future)
• Options analysis (at least three options, covering technical, environmental, human resource, institutional, legal/regulatory, and service delivery under section 78 of the MSA)
• Site establishment due diligence
• Environmental/regulatory authorisations (review existing EIA and WULA authorisations; identify and complete any further applications as per NEMA)
• Preliminary engineering design package
• Socio-economic analysis and cost-benefit analysis (ENPV, ERR, CER)
• Financial modelling (expenditure, funding & budget, cash-flow, contingent liability statements)
• Legal review and due diligence
• Risk assessment and sensitivity analysis
• Procurement plan
• Institutional and operational readiness
• Integrated comprehensive feasibility study report
• Funding mobilisation
• Phase 3 – Intermediate Business Case (IBC): compile ISA's 5-Case IBC and a 20–25 page summary document for funding applications.
• Project timeline: 8 months from appointment.
• Progress meetings with ISA and GLM bi-weekly.
• Service provider must sign an NDA and disclose any current work with ISA.
• At contracting stage, the IDC will provide the completed Business Case, Waste Management Licence, Municipal Waste Management Masterplan, EIA, and Water Use Licence Application Authorisation.

The bidder must submit a project-specific methodology demonstrating a clear, logical and coherent approach to delivering the scope of service. The methodology must be tailored to the objectives, phasing and deliverables of the Leandra Landfill Site project. It must clearly describe the overall approach to project preparation, feasibility assessment, transaction advisory and implementation readiness; demonstrate alignment with the phased and deliverable-based structure; explain integration of technical, environmental, economic, financial, commercial and institutional inputs; describe QA/QC processes; describe risk identification, management and mitigation; and demonstrate understanding of stakeholder interfaces, approvals and decision points.

Bidders must demonstrate relevant experience in infrastructure project preparation, technical feasibility studies, transaction advisory, implementation readiness and business case development, particularly in the waste management sector. Provide three contactable references of similar projects (name, designation, relationship, email, telephone). The proposed team must include:

• Project Lead: registered with EAPASA.
• Environmental Specialist: registered with SACNASP.
• Project Manager/Technical Lead (Civil or Structural Engineer): registered with ECSA (Pr. Eng) with waste management experience.
• Finance Lead: registered with SAICA/SAIPA; FMVA certification advantageous.
• Economics Lead: experience in socio-economic impact assessments and formal Cost-Benefit Analyses for public infrastructure.

Key personnel must have a minimum of 5 years' post-professional registration experience (for regulated professions). Submit team structure, CVs of key personnel, and proof of professional registration. A detailed project plan for up to 8 months, presented as a Work Breakdown Structure and Gantt chart, is required.

The proposed methodology must describe the bidder's quality assurance and quality control (QA/QC) processes to ensure accuracy, consistency and robustness of deliverables.

Cost proposal must be in South African Rand, VAT inclusive where applicable. Rates must be firm for the full period of the contract unless otherwise specified with basis for adjustments. Any additional costs must be included in total bid price. If bid price is linked to exchange rate, indicate clearly which portion. Payments linked to deliverables after approval by IDC, within 30 days from invoice. The IDC may consider National Treasury Instruction 02 of 2016/2017 Cost Containment Measures. Price proposal must include phases 1-3, disbursements, and total bid cost. Disbursements (incidental expenses) must be clearly defined; if no additional fee, indicate 'No Charge / Free of Charge' to avoid penalty of using highest bidder's cost plus 50%. Summary of costs: number of resources, project duration in hours and months.

Pricing format:

• All prices must be VAT inclusive (where applicable) and quoted in South African Rand (ZAR).
• Rates must be firm for the full contract period unless otherwise specified, with the basis for adjustments (e.g., CPI) clearly stated.
• All additional costs must be included in the Total Bid Price.
• If any portion of the bid price is linked to exchange rates, that portion must be clearly indicated.
• Payments are linked to deliverables after approval by the IDC, and will be made within 30 days from date of invoice.
• The IDC may apply National Treasury Instruction 02 of 2016/2017 (Cost Containment Measures) and the DPSA Guide on Hourly Fee Rates for Consultants.
• Price proposal must be submitted as a separate file (Schedule 4) and include phases 1–3, disbursements, and total bid cost.
• Disbursements (incidental expenses) must be clearly defined; if no additional fee is charged, indicate "No Charge / Free of Charge" to avoid a penalty of using the highest bidder's cost plus 50%.

Mandatory compliance:

• CSD registration: bidders must be registered on the Central Supplier Database (CSD) and provide their CSD supplier number and unique registration reference.
• Tax compliance: bidders' tax affairs with SARS must be in order; provide written confirmation of tax compliant status (Annexure 3).
• B-BBEE: submit a valid B-BBEE verification certificate. EMEs (annual revenue < R10 million) and QSEs (annual revenue R10–R50 million) may submit a sworn affidavit confirming annual total revenue and level of black ownership. Misrepresentation is a criminal offence under the B-BBEE Act.
• Board Resolution: certified copy authorising the signatory to bind the bidder.
• ID copy: certified copy of the company representative's ID.
• Financial statements: latest audited or independently reviewed financial statements, or cashflow budget for new entities.
• POPIA: complete Annexure 8 (Privacy & Protection of Personal Information Act Requirements).
• If a prime contractor with subcontractors, the prime contractor must not hold a lower percentage of the contract value than any subcontractor.
• Bidders are encouraged to partner with black-owned entities (50%+1 black owned and controlled) and must submit a partnership/subcontracting proposal detailing the portion of work outsourced and level of involvement.

Bidders must submit a B-BBEE verification certificate; EMEs and QSEs may submit a sworn affidavit. The preference point system allocates 80 points to price and 20 points to B-BBEE specific goals. Specific goals: Black ownership (max 10 points), 30% Black women ownership (5 points), any % ownership by Black Designated Groups (2 points), and promotion of SMMEs (EME/QSE). Only enterprises with direct Black shareholding with exercisable voting rights in the hands of Black people, Black women, Black Designated Groups, or ESOPs qualify. The IDC encourages bidders to partner with Black-owned entities (50%+1) and requires a partnership/subcontracting proposal detailing work outsourced and level of involvement, with consolidated or individual B-BBEE scorecards.

The bidder must assess environmental regulations, clearances and approvals, ensuring compliance with relevant standards. Review all environmental authorisations obtained and advise on further authorisations required as per NEMA. Identify, scope and complete necessary applications and processes to support the Project Owner in acquiring any other permits/authorisations if required. The municipality has already received authorisations for the EIA and WULA for this project. The environmental impact assessment of options should rank them by severity of impacts.

By submitting a bid, the bidder offers to render services on the terms and conditions of the RFP. The bid remains binding for the validity period (120 days). The bidder must be prepared for a presentation within five days of notification. The bidder confirms that prices/rates cover all work and obligations, and that any mistakes are at the bidder's risk. The successful bidder accepts full responsibility for execution and fulfilment of obligations under the supply agreement and SLA. All costs of preparing the bid are for the bidder's account; supporting documentation becomes IDC property unless otherwise stated. The IDC may amend bid conditions or extend the closing date before closing, with updates posted on the IDC website. The successful bidder must sign a non-disclosure agreement and disclose any current work with ISA.
