Disqualification risks:

• Non-submission of any mandatory requirement (PMP/Prince2, TOGAF 10 certificates, Annexure B and C) leads to automatic disqualification.
• Failure to disclose all CSD-registered active companies linked to directors leads to disqualification.
• Submissions via Google Drive or with an expired WeTransfer link are considered non-responsive.
• Bids received after the closing time are rejected regardless of reason.

Evaluation is in three phases:

Phase 1 – Compliance: bids must be submitted by the closing date/time, include all mandatory documents (SBD forms, CSD report, GCC initialled, certified PMP/Prince2, TOGAF 10 certificates, Annexure B and C CVs). Non-compliance leads to automatic disqualification.

Phase 2 – Functionality (rated 0–2 per element, minimum threshold 90%):

• Technical approach and methodology (30 points): detailed project plan and methodology covering at least eight of the required elements (e.g., ADM, task dependencies with root-cause analysis, go/no-go gates, milestones, risk management).
• Reference letters (30 points): minimum four (4) signed reference letters on client letterhead demonstrating ICT Enterprise Architecture experience; each assignment must cover all four TOGAF domains and use ArchiMate. Five or more letters score full marks.
• CVs of Team Leader and Senior Sub-Team Lead (20 points): each must demonstrate at least four (4) assignments as project leads in enterprise architecture; five or more score full marks.
• CVs of four additional team members (20 points): each must demonstrate at least three (3) assignments; five or more score full marks.

Bidders must score at least 90% on functionality to proceed to Phase 3. Bidders failing this threshold are disqualified.

Phase 3 – Price and Specific Goals (80/20 system):

• Price: 80 points (lowest acceptable price scores maximum).
• Specific Goals: 20 points allocated as follows:
• At least 100% Black ownership: 10 points
• At least 30% Black women ownership: 5 points
• Black youth ownership: 3 points
• At least 20% Black people with disability ownership: 2 points

Adjudication: the Bid Adjudication Committee recommends the highest-scoring bidder to the Award Authority.

SASSETA requires an integrated Enterprise Architecture to inform technology decisions and leverage IT as a strategic asset. The service provider will assess data flows, the overall ICT landscape, and develop an integrated Enterprise Architecture in accordance with TOGAF 10 (The Open Group Architecture Framework).

Scope of work:

• Work closely with SASSETA's designated team to design, develop and implement the integrated Enterprise Architecture and associated processes.
• Deliverables include:
• Review and align the Enterprise Architecture Vision with SASSETA strategic objectives.
• Assess current-state and target-state Enterprise Architecture.
• Evaluate and merge existing business architecture into future-state goals.
• Develop data architecture and flow.
• Develop full-spectrum technology architectural posture.
• Develop network, application and information system architecture.
• Identify digital business opportunities and cyber tools usage.
• Develop security and risk architecture.
• Develop migration and testing plans.
• Develop roadmap and implementation plan.
• Specify timelines with phase and function gates (go/no-go).
• Demonstrate project management capabilities covering design, development, deployment and productisation.

Contract period: 12 months from date of appointment.

Reporting: the service provider reports to the SASSETA Project Executive and ICT Manager; must prove activity and phase progress before payment sign-off; must escalate issues timeously; must comply with SASSETA working hours.

Handover: on contract expiry, all access credentials to all portals must be handed over to SASSETA.

The bidder must submit a detailed project plan and methodology covering: proposed Enterprise Architecture methodology aligned to TOGAF principles and the Architecture Development Method (ADM); approach to architecture development, governance, and capability management across business, data, application, and technology domains; project implementation approach including task dependencies, constraints, root-cause analysis method (e.g., Fishbone), and go/no-go gates; milestones; and risk assessment and management approach aligned with SASSETA's risk methodology.

Bidders must provide five or more signed reference letters on client letterhead demonstrating experience in developing and implementing ICT Enterprise Architecture, covering all four TOGAF domains and using ArchiMate. The team leader and senior sub-team lead must each demonstrate five or more assignments as project leads in enterprise architecture. Four additional team members must each demonstrate at least three assignments, with all four TOGAF domains covered by the team.

Pricing must be provided on SBD 3.3, all-inclusive of VAT. The schedule includes implementation costs broken down by phases: architecture vision alignment, as-is and target-state assessment, gap analysis, developed target architectures, migration plan and roadmap, and governance alignment. Ad hoc services are billed at an hourly rate. Travel and accommodation costs are reimbursed per Department of Transport rates.

Pricing must be submitted on SBD 3.3 (Professional Services), all-inclusive of VAT. The pricing schedule comprises:

• Implementation costs broken down by six phases: architecture vision alignment, as-is and target-state assessment, gap analysis, developed target architectures, migration plan and roadmap, and governance alignment.
• Ad hoc services at an hourly rate.

Offer validity: 120 days from the closing date.

Travel and accommodation disbursements are reimbursed at Department of Transport rates, subject to:

• Economy-class flights only.
• Group A hire cars (Group B only with SASSETA approval).
• Cost-effective transport (Uber, Taxify, Gautrain, shuttle).
• Accommodation up to R1,400 per night per person (including dinner, breakfast and parking).
• All travel must be pre-approved by SASSETA; invoices/receipts and a Google map for private car trips must be submitted for payment.

No bid security, guarantee or retention is stated.

Mandatory compliance requirements (non-submission leads to automatic disqualification):

• CSD registration on the National Treasury Central Supplier Database by the closing date/time; provide a copy of the CSD registration report.
• Tax compliance: provide a SARS Tax Compliance Status PIN or CSD number; each party in a consortium/JV/sub-contractor must submit their own.
• Certified PMP (PMI) or Prince2 certificate for the Project Lead.
• Valid TOGAF 10 certificates for at least two additional team members (ADM domain-specific experts).
• CV Templates (Annexure B and C) for all proposed team members.
• Complete and submit all SBD forms: SBD 1, SBD 3.3, SBD 4, SBD 6.1.
• Initial each page of the General Conditions of Contract (Annexure A).

B-BBEE requirements (for specific goals points):

• Submit a valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs).
• CIPC company registration documents.
• Certified ID copies of company directors.
• CSD report.
• Medical report (if claiming disability points).

Non-submission of the above documents means specific goal points will NOT be awarded.

Bids from persons in the service of the state, or companies with directors who are in the service of the state, will not be considered.

Contract duration: 12 months from appointment. Penalties for non-performance: SASSETA may enforce penalties, withhold payment, or take remedial action if service levels, timelines, or deliverables are not met as per the SLA. Final timelines will be agreed and incorporated into the SLA. On contract expiry, the service provider must hand over all access credentials. Intellectual property: all products and data are confidential and property of SASSETA; a confidentiality agreement must be signed within the SLA. POPIA: vendor information will be used solely for bid evaluation, retained per records management policies, and not distributed outside the bid process. SASSETA reserves the right to negotiate terms and prices.

Non-submission leads to automatic disqualification. Phase 1 compliance also requires submission by closing date/time, completion of SBD forms (SBD1, SBD3.3, SBD4, SBD6.1), CSD registration, and initialling each page of the GCC.
