Summary
The department requires a panel of contractors to construct and maintain firebreaks in table mountain national park for a period of five years, covering approximately 160 km of the circum-peninsula firebreak network on the wildland urban interface. The work is seasonal (spring, september to november) and includes brush cutting, tree felling, alien vegetation clearing with herbicide application, litter removal, and mechanical chipping. Bidders must demonstrate experience in firebreak cutting, capacity in equipment (minimum 5 brush cutters and 5 chainsaws), human capital (team supervisor, 5 brush cutters, 2 chainsaw operators, 2 herbicide applicators, 1 first aider), vehicles, and protective clothing. A compulsory site meeting is scheduled for 13 november 2026 at 10:00 at tokai admin office (main boardroom). Bids close on 27 november 2026 at 11:00. The evaluation uses an 80/20 preference point system (80 points for price, 20 for specific goals) with a minimum functional score of 80 out of 100. B-bbee certification is required to claim preference points; local supplier status within 220 km of stormsriver mouth gate earns up to 10 points. CIDB grading is not required.
Key Requirements
Compulsory site meeting: 13 November 2026 at 10:00 at Tokai Admin Office (Main Boardroom) — attendance mandatory.
Closing date and time: 27 November 2026 at 11:00 — bids must be delivered timeously to the tender box at Table Mountain National Park; late bids are rejected.
Minimum functional score of 80 out of 100 — bidders scoring below 80% are eliminated.
SBD 3.1 Pricing Schedule (Firm Prices with escalation) must be fully completed — prices must include all labour costs, vehicle kilometres and hourly equipment/machinery costs per individual firebreak.
SBD 6.1 Preference Points Claim must be fully completed with original or certified B-BBEE certificate or sworn affidavit (CIPC/DTIC) — failure to submit proof means those 20 specific-goals points are not claimed.
CSD registration proof and SARS Tax Compliance Status PIN or printed TCS certificate are mandatory — consortia, joint ventures and subcontractors must each submit a separate TCS certificate, PIN or CSD number.
No CIDB grading is required; no bid security, performance bond, guarantee or retention is stated in the document.

Bid-ready summary
Table Mountain National Park requires a panel of contractors to construct new firebreaks and maintain the circum-peninsula firebreak network on the Wildland Urban Interface, preventing fires from spreading into urban and rural areas.
Legal basis: Chapter 4 of the National Veld and Forest Fire Act obliges landowners to prepare and maintain firebreaks. TMNP has developed the circum-peninsula network to comply.
Scope: trained and equipped crews familiar with TMNP and surrounds. Work includes initial construction of new firebreaks and annual clearing and maintenance of the network. Total length approximately 160 km, with lengths and widths adjusted annually.
Firebreak design: single permanent breaks typically 15–20 m wide; wider breaks may be required in high-risk areas. Vegetation height within breaks kept as low as possible. Waste material disposed of on the Park side of the firebreak.
Planning: decisions on which firebreaks to maintain are taken in early autumn each year, prioritised by fire hazard. Re-alignment requires consensus between City of Cape Town, SANParks, Cape Peninsula Fire Protection Association and Department of Public Works.
Crews: supervisors/crew leaders, brush cutter and chainsaw operators, drivers and general workers. Supervisors must be experienced in managing a large workforce and operating the required machinery.
Pricing: the successful bidder provides its own vehicles and machinery; prices per firebreak must include labour, vehicle kilometres and hourly equipment costs.
Compliance and governance verification: all returnable documents must be complete and valid. Non-compliant bids may be disqualified.
