As part of the design development of the proposed Centre of Excellence building, a preliminary
geotechnical investigation was undertaken between February and April 2026, covering the broader
footprint of the building and comprising test pitting, dynamic probe testing, and laboratory testing, as
shown in Figure 1-1 below. The results indicated the following:
A sharp transition in the ground profile, both laterally and with depth (see Figure 1-2).

Based upon these initial findings, the Agricultural Research Council (ARC) proposes the appointment of
a specialist geotechnical drilling contractor to undertake a detailed foundation investigation over the
exact footprint of the building. Please note that the successful bidder will be provided with all available
information on appointment.

5.1.1 Site Information
The objective of this tender is to appoint a suitably qualified and experienced service provider to
provide specialised Geo-technical drilling services (Foundation Investigation) in support of the
ARC's plan to build a new Climate Smart Centre of Excellence (CoE). The scope and quantum
of geotechnical investigative works required for the project are set out below.
5.1.2 Site Location and Description
The site is located within the ARC campus in the Roodeplaat area (Figure 4). The site is
accessible via a network of internal roads off the R573 heading east. The site itself generally
falls, gently, to the south and is covered with maintained grass and a few trees. The artificial
lake area is currently inaccessible due to thick reeds. Typical site views are shown in Figures 5
and 6 below.

5.1.3 Site Access
The site is easily accessible, and navigation is very easy. However, the access arrangement
shall be agreed upon between the ARC and the appointed bidder. It is, however, assumed that
the geotechnical contractor shall have unrestricted access to all the proposed test locations
during the field studies.
5.1.4 Climate
The average monthly rainfall and temperature distribution, based on World Weather Online
(2026), reveals a pronounced seasonal climate pattern characterised by warm, rainy summers
and cool, dry winters. Rainfall increases sharply from October, peaking during the midsummer
months of December to February, when values commonly exceed 90 mm to 130 mm, reflecting
the region’s strong convective thunderstorm activity. These wetter months coincide with the
highest temperatures of the year: average maximum temperatures range from 26 °C to 30 °C,
while average minimum temperatures remain mild at around 15 °C to 18 °C, creating humid,
thermally comfortable conditions.
As the year transitions into autumn, rainfall and temperatures decline steadily, with April and
May showing significantly lower precipitation levels and lower daily temperatures. The winter
period from June to August is marked by extremely low rainfall (often 3 mm to 7 mm), clear

skies, and the lowest temperatures of the year, with average maximums near 18 to 20°C and
minimums falling to around 4 to 8°C, illustrating the region’s characteristic cool, dry winter
climate. With the return of spring in September and October, temperatures begin to rise, rainfall
gradually increases, and the cycle resets.
Overall, the graph effectively captures how rainfall and temperature fluctuate together in a
strongly seasonal rhythm, underscoring the clear distinction between hot, wet summers and
cool, dry winters typical of the area. In terms of rainfall, Pretoria generally records the most
rainfall in December and January, totalling 11. days. The fewest rain days are recorded from
June to Augst.

5.1.5 Topography, Drainage and Vegetation
The Roodeplaat area features a landscape that slopes from the higher elevations in the south
toward the lower-lying northern and northeastern sections. This overall elevation pattern
controls the drainage direction, with runoff naturally flowing downslope toward the main river,
indicated in the northeastern portion of the map. The river aligns with several “V-shaped”
contours, marking small valleys where water accumulates and flows along defined drainage
pathways.

5.1.6 Regional Geology
The Vermont Formation constitutes a significant lithostratigraphic unit within the upper
division of the Pretoria Group (Transvaal Sequence). Stratigraphically, the formation ranges
in thickness from 450m to 800m and is positioned immediately overlying the Magaliesberg
Quartzite and underlying the Lakenvallei Quartzite (Brink, 1979). The lithology of the Vermont
Formation is dominated by hornfels, a metamorphic rock formed through the thermal
alteration of shale. These rocks are interbedded with minor quartzite, carbonate, and chert
horizons.
The hornfels texture is directly attributed to extensive igneous activity; the sedimentary strata
of the Pretoria Group have been heavily intruded by sills and dykes of Transvaal diabase.
The thermal contact metamorphism resulting from these diabase intrusions indurated the
original argillaceous sediments, converting them into the hard, distinct hornfels that
characterise the formation today (Brink, 1979).

5.2 Scope of Work
5.2.1 Overview
The Scope of Work (SOW) and specifications provided hereunder outline the anticipated works
to be undertaken by an experienced geotechnical drilling contractor under the guidance of
SMEC South Africa (Pty) Ltd and the ARC’s representative. Specific information applicable to
the investigation is provided in more detail in the following sub-sections.

5.2.2 Specifications
The work shall be carried out in accordance with the following specifications:

5.2.3 Investigation Locations
Approximate test locations are provided in Appendix A for pricing purposes. The final locations
will be provided on appointment.
5.2.4 Scope of Geotechnical Investigations
The following works will be undertaken:
Establishment and maintenance of the requisite plant and equipment necessary to
complete the project scope.
Establishment and reinstatement of access tracks to investigation positions, including
paved areas.
Rotary core drilling, including installation of standpipe piezometers.
Standard Penetration testing (SPT) within each borehole as appropriate.
Sampling of soil and rock samples.
Laboratory testing.
Geophysical surveys.
Transportation of samples and core boxes.
a) Rotary Core Drilling
The number of boreholes required along the roads is indicated in Table 1. Note that the
quantities have been optimised based on the known site conditions. The coordinates of the
proposed boreholes are given in Appendix A.

The following should be noted regarding the scope of work:
o The contractor shall be responsible for establishing on the site, plant and equipment that
is in good working order, with operators that are well trained in the operation of the plant
and equipment. It is a requirement that the contractor shall have at least two (in good
working order) portable core drilling rigs on site at any given time during the execution of
the investigation. It is also expected that sufficient spare parts will be provided to mitigate
delays caused by breakdowns.
o Operators shall be experienced in geotechnical investigations. Drilling must be carried out
with the objective of maximising core recovery.
o Drilling depths shall be accurately recorded from the original ground level to the base of
the borehole. The drilling depth will be measured to the nearest 5 mm.
o The Contractor shall take care that the drilling operation does not unnecessarily disturb
large areas of land. Upon completion of the drilling operation, the area shall be restored,
including backfilling sumps, and cleaned.
o In general, all rotary core drilling shall be N-size and completed in accordance with
Section 10 of the Standard Specifications for Subsurface Investigations (2010). At a
minimum, core barrels shall be double-tube. Poor conditions will require extra effort from
the driller to recover representative samples, and it might be necessary to revert to a
triple-tube core barrel.
o SPTs shall be undertaken at 1.5 m intervals until refusal is deemed to be SPT hammer
blows >100 or > 50 blows to advance 10 mm.
o Where possible, Shelby tube samples shall be recovered in cohesive soils.
o All completed boreholes must be marked accordingly.
o The object of the drilling is to always obtain maximum core recovery. The recoveries for
different materials shall be in accordance with section 12 of the SANRAL (2010) standard
specification for subsurface site investigations.
o Where unacceptable drilling and poor recovery, and/ or poor packing have been carried
out by the contractor, the core shall be entirely rejected, and the contractor shall re-drill at
his own costs. This will be strictly monitored and enforced.
b) In Situ Tests
The following in situ testing will be required, and the contractor shall have appropriate testing
equipment to conduct the following:
o Standard Penetration Testing (SPT), and
o Measurement of groundwater levels.
The contractor shall have Standard Penetration Test (SPT) equipment available on site to
conduct SPTs as specified above. The contractor shall have the necessary equipment to
measure water rest levels in the boreholes daily, including those equipped with piezometers,
after completion of the boreholes.

c) Core Boxes
The contractor shall supply high-quality core boxes for storing the recovered materials. The core
boxes shall always be kept closed and in good condition. Damaged core boxes must be
replaced immediately. A temporary storage shed will be arranged on-site with the client. No
drilling will be allowed on site without core boxes being available. The core boxes shall be
marked on the lid with the following information:
o Project Name
o Location
o Borehole number
o Date/s drilled
o Box number
o Depth range
The following should be noted:
o Core samples should be placed in book order.
o The drill runs must be separated with depth markers. These markers shall be fixed to
prevent movement of the core samples.
o Soft and/or friable materials must be placed in industrial clear plastic and not exposed to
the elements.
o Core losses and drillers’ breaks shall be indicated accordingly.
o After all necessary markings and packing of the core are complete, the contractor shall
photograph the core boxes. The photograph is to be taken at 90 degrees to the core boxes.
Photographs must be taken without the plastic sleeves but prior to sampling. A typical core
photograph taken at 90 degrees to the core boxes is shown in Figure 7 below.

d) Laboratory Testing
Laboratory testing, where relevant, will include the following:
o Road and foundation indicators (grading/particle size distribution, hydrometer analysis and
Atterberg Limits)
o Moisture content.
o Oedometer testing (consolidation in cohesive soils, collapse in cohesionless soils).
o Corrosivity tests
o Consolidated undrained triaxial tests on undisturbed cohesive soil samples.
o UCM, tensile strength and point load tests on rock cores
e) Topographical Surveys
The following shall be noted regarding the scope of topographical surveys required:
o The contractor must appoint a suitably qualified topographic surveyor.
o All positions (x, y, z) must be surveyed after investigations are completed.
o Surveys will be conducted according to the latest standards/ best-practice techniques to
obtain reliable data and confidently design structures.
o Surveys are to be conducted with an accuracy of 10 mm.
o Survey data is to be presented in .dwg format, or a similar approved format.
f) Geophysical Surveys
A provisional sum is allowed for in the Bill of Quantities for geophysical surveys that will be
instructed by the Engineer based on the results of the intrusive works. The anticipated methods
include Seismic Refraction Tomography (SRT) and/or the Multichannel Attenuation of Surface
Waves (MASW).
g) Health, Safety and Environmental Compliance
The contractor shall always be responsible for the personal safety and security of his employees
and shall provide them with appropriate personal protective equipment (PPE), including
reflective vests, hard hats, and safety boots. The contractor must comply with the OHS Act and
NEM Act.
The contractor shall compile a safety file (that must be submitted to the ARC) that must
include:
o Letter of good standing.
o SHE plan.
o Competent Risk assessor.
o Incident investigator.
o First aider.

o Method statement.
o Risk assessment.
o Registered safety officer with SACPCMP.
o Inspection registers.
o SHE policy.
The contractor shall also develop an Environmental Management Plan in accordance with
Section 41 of the SANRAL (2010). Standard Specification for Subsurface Site Investigations to
mitigate the impacts the drill will have on the environment.
5.3 Pricing Data
A detailed Bill of Quantities (BoQ) is supplied herein (Annexure A). Note: The BoQ is provisional
and re-measurable on actual quantities. The ARC may revise the investigation quantities at any
stage during the appointment. The following must be considered by the contractor when pricing
the BoQ:
Measurement and payment shall be in accordance with the relevant provisions of the
Standard Specifications for Subsurface Investigations (2010) issued by SANRAL, as
amended in the Scope of Works.
For the Pricing Schedule, the following words shall have the meanings assigned to them:
o Unit: The unit of measurement for each item of work as defined in the Standard
Specifications for Subsurface Investigations (2010) issued by SANRAL
o Quantity: The number of units of work for each item.
o Rate: The payment per unit of work for which the Service Provider tends to do the work.
o Amount: The product of the quantity and the rate tendered for an item.
o Lump Sum: An amount tendered for an item, the extent of which is described in the
Pricing Schedule, the Scope of Work or elsewhere, but of which the quantity of work is not
measured in units.
o Provisional Sum: Means a sum (if any) which is specified in the contract as a provisional
sum, for the execution of any part of the works or the supply of plant, materials, or
services under Section 2 (Provisional sums).
It will be assumed that prices included in the bills of quantities are based on Acts,
Ordinances, Regulations, By-laws, International Standards and National Standards that were
published 28 days before the closing date for tenders. (Refer to www.sabs.co.za for

The prices and rates in the Pricing Schedule are fully inclusive prices for the work described
under the items. Such prices and rates cover all costs and expenses that may be required in
and for the execution of the work described in accordance with the provisions of the Scope
of Work, and shall cover the cost of all general risks, liabilities and obligations set forth or
implied in the contract data, as well as overhead charges and profit.

Where the Scope of Work requires detailed drawings and designs or other information to be
provided, all costs associated therewith are deemed to have been provided for and included
in the unit rates and sum amount tendered for such items.
An item against which no price is entered will be covered by the other prices or rates in the
Pricing Schedule. A single lump sum will apply should several items be grouped for pricing
purposes.
The quantities set out in the Pricing Schedule are approximate and do not necessarily
represent the actual amount of work to be done. The quantities of work accepted and
certified for payment will be used to determine payments due, not the quantities given in the
Pricing Schedule.
Reasonable compensation will be received where no pay item appears in the Pricing
Schedule in respect of work required in terms of the contract and which is not covered in any
other pay item.
The short descriptions of the items of payment given in the Pricing Schedule are only for the
purposes of identifying the items. More details regarding the extent of the work entailed
under each item appear in the Scope of Work.
The item numbers appearing in the Pricing Schedule refer to the corresponding item
numbers in the Standard Specifications for Subsurface Investigations (2010).
The Pricing Schedules are provided in this document.
A provisional project schedule for the geotechnical investigation work is detailed below.

It is expected that bidders will provide a detailed programme with their submission.
Please note that ARC would ideally expect a shorter timeline, as this task is critical to
the foundation design development.
The programme is based on 2 rigs established on site, drilling an average of 16m per
day.
An allowance of 6 weeks has been made for the laboratory testing, starting during the
fieldwork phase.
All site data shall be submitted daily to ARC.

Appendix A Proposed Borehole and Test Pit Locations
This bid will be evaluated in Four-Phases. The bid evaluation process will be conducted, and
the bidder must qualify at each stage to be eligible to proceed to the next stage of the
evaluation as follows:

7.1 Administrative Requirements (Phase 1)

d) The master bid document should be completed, initialled and signed in full.
e) Valid BBBEE Certificate or Sworn Affidavits should be submitted.

g) Joint Venture/ Sub-Contracting Signed, dated Joint Venture Agreement – If Applicable (to
be signed by all parties, indicating the responsibilities of each partner and who the lead

7.2 Mandatory Requirements (Phase 2)
a) Valid and active at the time of submission – Public Liability Insurance cover of not less
than R1 million, accredited by the Financial Sector Conduct Authority (FSCA), South
Africa, or submission of a letter of intent to obtain Public Liability Insurance cover with a
value of not less than R1 million if you are successful in this process. (Will be confirmed
at time of appointment).
b) Valid COIDA issued by the Department of Labour or its two license company partners,
namely Federal Employees Mutual Assurance (FEM) company or Rand Mutual
Assurance (RMA).
c) CIPC documents of the business with the Companies and Intellectual Property
Commission (CIPC).
d) Attendance of the physical compulsory briefing session.
Failure to adhere to the above will lead to the disqualification of your bid.
7.3 Functionality Criteria (Phase 3)

Company profile indicating the company’s proven track record.
Curriculum Vitae for key personnel who will be allocated to the project, indicating relevant
experience and qualifications.
Minimum of three (3) Reference letters of similar work completed. Reference letters must
be on company letterhead and indicate the services supplied, including the company
name, contact person, telephone number, type of work completed, project period, and
project value.

2.3 Compliance with general conditions of contract
No alteration, variation or amendment of the Contract (of which this Tender represents the offer) shall be
permitted unless otherwise agreed to in writing. Should the prospective provider, in the case of noncompliance, wish to make any amendments to the conditions stipulated by the ARC in this Tender, which
shall form the offer element of a Contract and if it is accepted by the ARC, then such proposed
amendments shall be clearly stipulated by the prospective provider and where possible stating the
increase or decrease in the cost involved by such proposals. The ARC reserves the right to reject such
submissions.
The Agricultural Research Council (ARC) is a research, science, and technology institution of excellence
in South Africa that operates within the National System of Innovation. The ARC has a mandate for
innovative and creative agricultural research, technology development, and transfer to advance South
Section 41 of the SANRAL (2010). Standard Specification for Subsurface Site Investigations to
mitigate the impacts the drill will have on the environment.
5.3 Pricing Data
A detailed Bill of Quantities (BoQ) is supplied herein (Annexure A). Note: The BoQ is provisional
and re-measurable on actual quantities. The ARC may revise the investigation quantities at any
stage during the appointment. The following must be considered by the contractor when pricing
the BoQ:
Measurement and payment shall be in accordance with the relevant provisions of the
Standard Specifications for Subsurface Investigations (2010) issued by SANRAL, as
amended in the Scope of Works.
For the Pricing Schedule, the following words shall have the meanings assigned to them:
o Unit: The unit of measurement for each item of work as defined in the Standard
Specifications for Subsurface Investigations (2010) issued by SANRAL
o Quantity: The number of units of work for each item.
o Rate: The payment per unit of work for which the Service Provider tends to do the work.
o Amount: The product of the quantity and the rate tendered for an item.
o Lump Sum: An amount tendered for an item, the extent of which is described in the
published 28 days before the closing date for tenders. (Refer to www.sabs.co.za for
information standards)
The prices and rates in the Pricing Schedule are fully inclusive prices for the work described
under the items. Such prices and rates cover all costs and expenses that may be required in
and for the execution of the work described in accordance with the provisions of the Scope
of Work, and shall cover the cost of all general risks, liabilities and obligations set forth or
implied in the contract data, as well as overhead charges and profit.
Where the Scope of Work requires detailed drawings and designs or other information to be
provided, all costs associated therewith are deemed to have been provided for and included
in the unit rates and sum amount tendered for such items.
An item against which no price is entered will be covered by the other prices or rates in the
purposes.
The quantities set out in the Pricing Schedule are approximate and do not necessarily
represent the actual amount of work to be done. The quantities of work accepted and
certified for payment will be used to determine payments due, not the quantities given in the

service fee from the supplier based on the total invoice value, which is payable to PURCO SA within 30
days of the date of the statement. Failure to pay the service fee will be in breach of this agreement and
may result in the termination of this agreement. The supplier will be liable for interest on all overdue
accounts exceeding 30 days at a rate of 2% per month.
2.1.2 Monthly sales report

2.5 Bid documents

2.13 Period of validity
Proposals shall remain valid for one hundred and eighty (180) days after the date of proposal
submission. A proposal valid for a shorter period may be rejected by the ARC on the grounds that it is
non-responsive.
In exceptional circumstances, the ARC may solicit the Bidder’s consent to an extension of the period of
validity. The request and the responses thereto shall be made in writing.
2.14 Arc liability
