ATNS is a State-Owned Company (SOC), established in 1993 under the ATNS Company

content through a single integrated discovery and search interface
2.2. The subscription is intended to support ATNS's operational, engineering, technology,
safety, training, research, and corporate functions by providing access to authoritative
and current information resources. By enabling evidence-based decision-making,
regulatory compliance, professional development, innovation, and organisational
learning, the platform will strengthen ATNS's knowledge management capability and
help ensure alignment with international aviation and industry best practices.
3.1. Platform and Hosting
3.1.1. The service must be delivered through a cloud-hosted, web-based platform accessible
over the public internet.
3.1.2. The platform must be available on a 24/7 basis with planned maintenance windows
communicated to ATNS at least 72 hours in advance.
3.1.3. Hosting arrangements must comply with the Protection of Personal Information Act,
2013 (POPIA) and any cross-border data transfer requirements where personal
information is involved.
3.1.4. The bidder must disclose the hosting jurisdiction(s), the underlying cloud provider(s),
and the data residency arrangements applicable to ATNS data
3.2. Browser and Device Compatibility
3.2.1. The platform must be fully compatible with current and prior major versions of Google
including Zotero, Mendeley and EndNote.

3.7. Integration and Interoperability
3.7.1. The platform must expose institutional-level usage statistics in COUNTER-compliant
format where applicable, or in an equivalent industry-standard format suitable for
collection assessment.
3.7.2. The platform should support integration with discovery layers, library management
systems and learning management systems through OpenURL, Z39.50, SUSHI or
equivalent protocols where relevant to the category.
3.7.3. The bidder must disclose any application programming interfaces available to ATNS
for the integration of search, alerts and metadata into internal portals, intranet pages
and SharePoint sites.
3.8. Usage Statistics, Analytics and Reporting
3.8.1. The platform must provide ATNS administrators with access to usage statistics
covering at minimum the number of sessions, searches, full-text downloads, and
unique users.
3.8.2. Reports must be available on a self-service basis through an administrator dashboard,
with the ability to export to common formats including Microsoft Excel and PDF.
3.8.3. The bidder must commit to providing a quarterly usage report to ATNS, with
commentary on trends, anomalies and recommended actions.
3.9. Training, Onboarding and User Support Materials
3.9.1. The bidder must provide an onboarding programme for ATNS Library staff covering
platform administration, user management, troubleshooting, and reporting.
3.9.2. The bidder must provide user training for end users at no additional cost, including
initial training at contract commencement, refresher training annually, and on-demand
training on request.
3.9.3. Training may be delivered through any combination of in-person sessions, live
webinars, recorded sessions and self-paced modules.
3.9.4. User support materials, including platform guides, video tutorials and frequently asked
questions, must be made available in English.
3.10. Technical Support and Service Levels
3.10.1. The bidder must provide 24/7 online technical support through a recognised support
channel, or clearly defined business-hours support with documented escalation paths.
3.10.2. A named local support partner or dedicated account manager must be assigned to
scholarly, professional and technical information resources. Bidders must disclose the
title-level coverage, publisher participation, backfile availability, and any embargo

the Company accepts no liability in relation to the accuracy of any representations
made. Bidders should accept that their tender response is on the basis and reliance
of its own judgment and information. ATNS reserves the right to vary the scope and
terms as described in this document. If any variation does take place tenderer will be
advised as soon as possible in writing.
13.2. The successful tenderer will be engaged subject to acceptance of a contract
containing the standard Terms and Conditions as given. The contract contains
standard clauses including a retention clause for non-satisfactory completion, breach
of contract and confidentiality clauses and a requirement for the tenderer to have
adequate professional indemnity insurance. All Tenderers must bear in mind that if
circumstances dictate, ATNS reserves its right to withdraw from any commitments
that will be entered into within this statement of work.
13.3. All designs and documentation submitted by the tenderer will be treated as
confidential.
13.4. ATNS reserves the right to reject, withdraw or cancel any or all Proposals/Tenders,
to undertake discussions with one or more Tenderers and to accept that tender or
modified tender which in its sole judgment, will be most advantageous to the
Company, price and other evaluation factors having been considered.
14.1. This procurement process can be postponed or cancelled at any stage at the sole
discretion of ATNS provided that such cancellation or postponement takes place prior
to entering a contract with a specific service provider to which the bid relates.

15.1. The Bid submission conditions and instructions as well as the evaluation
process/criteria have been noted. Non-compliance to any of these will result in a bid
being rejected.
16.1. ATNS have the right to enter negotiation with one or more Bidders regarding any
terms and conditions, including price(s), of a proposed contract.
16.2. Under no circumstances will negotiation with any Bidders, including preferred
Bidders, constitute an award or promise/ undertaking to award the contract.
16.3. ATNS shall not be obliged to accept the lowest or any bid, offer or proposal.
16.4. A contract will only be deemed to be concluded when reduced to writing in a formal
contract and Service Level Agreement (if applicable) signed by the designated
responsible person of both parties.
16.5. ATNS also reserves the right to enter one contract with a Bidder for all required
functions or into more than one contract with different Bidders for different functions.
17.1. ATNS shall reject a proposal for the award of a contract if the recommended Bidder
has committed a proven corrupt or fraudulent act in competing for the particular
contract.
17.2. ATNS may disregard the bid of any bidder if that bidder, or any of its directors:
17.2.1. Have abused the SCM system of the ATNS.
17.2.2. Have committed proven fraud or any other improper conduct in relation to such
system.
17.2.3. Have failed to perform on any previous contract and the proof exists.
17.2.4. Such actions shall be communicated to the National Treasury.
18.1. The General Conditions of Contract must be accepted.
19.1. During evaluation of the bids, additional information may be requested in writing from
Bidders. Replies to such request must be submitted, within 7 working days or as
otherwise indicated. Failure to comply, may lead to your bid being disregarded.
19.2. No additional information will be accepted from any individual Bidder without such
information having been requested.
20.1. The bid and all information in connection therewith shall be held in strict confidence
by Bidders and usage of such information shall be limited to the preparation of the
bid. Bidders shall undertake to limit the number of copies of this document.

21.1. Copyright of all documentation relating to this contract belongs to the client. The
successful Bidder may not disclose any information, documentation, or products to
other clients without the written approval of the accounting authority or the delegate.
21.2. This paragraph shall survive termination of this contract.
22.1. As soon as it becomes known to the contractor that he/she will not be able to deliver
the services within the delivery period and/or against the quoted price and/or as
specified, ATNS must be given immediate written notice to this effect. ATNS reserves
the right to implement remedies as provided for in the GCC.
23.1. The bidder warrants that it can conclude this Agreement to the satisfaction of ATNS.
24.1. The waiver (whether express or implied) by any Party of any breach of the terms or
conditions of this contract by the other Party shall not prejudice any remedy of the
waiving party in respect of any continuing or other breach of the terms and conditions
hereof.
24.2. No favour, delay, relaxation or indulgence on the part of any Party in exercising any
power or right conferred on such Party in terms of this contract shall operate as a
waiver of such power or right nor shall any single or partial exercise of any such power
or right under this agreement.
25.1. On termination of this agreement, the bidder shall, on demand hand over all
documentation provided as part of the project and all deliverables, etc., without the
right of retention, to ATNS.
25.2. No agreement to amend or vary a contract or order or the conditions, stipulations or
provisions thereof shall be valid and of any force and effect unless such agreement
to amend or vary is entered into in writing and signed by the contracting parties. Any
waiver of the requirement that the agreement to amend or vary shall be in writing,
shall also be in writing.
26.1. It is a requirement that all suppliers/ services providers to ATNS shall be registered
on the National Treasury Central Supplier Database (CSD).
26.2. Bidders are therefore required to register as a supplier on the CSD before submitting

26.3. Bidders are therefore required to submit proof of their registration on the CSD, or if
not yet registered, provide proof of their application to be registered, with their bid.
26.4. No bid will be awarded, and a contract concluded with a bidder who is not registered
on the CSD.
27.1. Bidders must complete all the necessary bid documents and undertakings required
in this bid document. Bidders are advised that their proposal should be concise,
written in plain English and simply presented.
27.2. If applicable, Bidders are to set out their proposal in the format prescribed hereunder.
This means that the proposal must be structured in the parts noted below.
Information not submitted in the relevant part, may not be considered for evaluation
purposes.
28.1. Bidder must ensure compliance with their tax obligations.
28.2. Bidders are required to submit their unique personal identification number (PIN)
issued by SARS to enable the organ of state to view the taxpayer’s profile and tax
status.
28.3. Application for tax compliance status (TCS) or PIN may also be made via e-filing. To
use this provision, taxpayers will need to register with SARS as e-filers through the
website www.sars.gov.za
28.4. Bidders may also submit a printed TCS together with the bid.
28.5. In bids where consortia/ joint ventures/ sub-contractors are involved; each party must
submit a separate proof of TCS/ PIN/ CSD number.
28.6. Where no TCS is available, but the bidder is registered on the Central Supplier

3.10.3. Critical incidents must be acknowledged within one hour and resolved or mitigated
within 24 hours, with progress communicated to ATNS at agreed intervals.
3.10.4. The bidder must commit to a minimum platform uptime of 99.5 percent measured on a
calendar-month basis, excluding pre-notified maintenance windows
3.11. Content Updates
3.11.1. The platform must reflect updates to underlying content.
3.11.2. The bidder must notify ATNS of any planned changes to content scope, publisher
arrangements or platform features that materially affect the service.
3.12. Data Protection, Information Security and POPIA
3.12.1. The bidder must comply with POPIA, the General Data Protection Regulation where
applicable, and ATNS information security standards.
3.12.2. The bidder must maintain an information security management system aligned to
ISO/IEC 27001 or an equivalent recognised standard and must provide evidence of
certification or independent assurance.
3.12.3. The bidder must notify ATNS within 24 hours of becoming aware of any data breach,
security incident or unauthorised access affecting ATNS data or users.
3.12.4. Personal information of ATNS users must be processed only for the purposes of
providing the service and must not be disclosed to third parties without ATNS written
consent.
3.13. Copyright, Licensing and Intellectual Property
3.13.1. The bidder warrants that it holds all necessary rights, licences and authorisations to
provide the contracted content to ATNS for institutional use.
3.13.2. Licence terms must permit institutional multi-user access, fair-dealing copying for
research and private study, and downloading and printing within reasonable limits.
3.13.3. Where Open Access content is included, this must be clearly identified.
3.13.4. ATNS shall retain all intellectual property in its own data, queries, search histories,
custom collections and annotations created within the platform
3.14. Functional Requirement
3.14.1. Full-text access to subscribed e-books, scholarly journals, professional publications,
technical papers and standards, subject to applicable licence terms.
3.14.2. Access to both current content and historical archives, including backfile coverage
where commercially available.

3.14.4. Federated searching across journals, e-books, conference proceedings, technical
standards and other subscribed resources through a single user interface.
3.14.5. Personalised alerts for keywords, subjects, authors, publications, citations and newly
published content, delivered by email and/or through the platform.
3.14.6. Saved searches, reading lists, bookmarks, folders and content management
functionality to support ongoing research activities.
3.14.7. Article-level and chapter-level downloading, printing and sharing within the terms of
the institutional licence.
3.14.8. Citation generation and export functionality compatible with common reference
management tools and citation styles.
3.14.9. Abstract and metadata visibility for all indexed content, including materials not
available in full text.
3.14.10. Full-text PDF and/or HTML viewing options, including high-quality rendering of
figures, tables, diagrams and technical illustrations.
3.14.11. Usage statistics and administrative reporting detailing resource utilisation, user
activity and collection performance.
3.14.12. Accessibility features compliant with recognised accessibility standards to support
users with diverse needs.
3.15. Editorial Integrity and Source Authority
3.15.1. All content delivered through the platform must be sourced directly from the originating
publisher, or from authorised aggregators. Where the platform offers AI-generated
summaries or thematic groupings, these must be clearly labelled as derivative and the
link to the original article must be preserved.
3.16. Content Coverage

12.1. The Bidder shall bear all costs incurred in connection with the preparation and
submission of their Bid Response and for finalisation of the contract and the
attachments thereof. ATNS will in no case be responsible for payment to the Bidder
for these costs.
12.2. The Company reserves the right to reject any or all Bids, to undertake discussions
with one or more Bidders, and to accept that Bid or modified Bid which in its sole
judgment, will be most advantageous to the Company, price and other evaluation
factors having been considered.
13.1. Whilst ATNS have taken every reasonable step to ensure the accuracy of this brief,
the Company accepts no liability in relation to the accuracy of any representations
made. Bidders should accept that their tender response is on the basis and reliance
of its own judgment and information. ATNS reserves the right to vary the scope and
terms as described in this document. If any variation does take place tenderer will be
advised as soon as possible in writing.
13.2. The successful tenderer will be engaged subject to acceptance of a contract
containing the standard Terms and Conditions as given. The contract contains
standard clauses including a retention clause for non-satisfactory completion, breach
of contract and confidentiality clauses and a requirement for the tenderer to have
adequate professional indemnity insurance. All Tenderers must bear in mind that if
circumstances dictate, ATNS reserves its right to withdraw from any commitments
that will be entered into within this statement of work.
13.3. All designs and documentation submitted by the tenderer will be treated as
confidential.
