Returnable documents include: proof of ownership (CIPC founding documents, ID copies of owners, and medical certificate if claiming disability), Annexure A, reference letters, CVs and highest qualifications of each team member, and a detailed methodology, project plan and implementation roadmap.

Failure to attend the compulsory virtual briefing session will lead to disqualification.

Evaluation is in two stages: Stage 1 Functionality/Technical Evaluation, then Stage 2 Price and Specific Goals.

Stage 1: bidders must score a minimum of 80 out of 100 on functional/technical criteria to proceed.

Functional/technical criteria and weights: Track record (references) 25 points; Project team experience and qualifications 15 points; Relevant qualification 10 points; Technical/functional methodology and implementation capabilities 25 points; Project plan, change and implementation roadmap 25 points.

Track record scoring: 1 reference 5 points, 2 references 10, 3 references 15, 4 references 20, 5 or more references 25.

Project team experience scoring (average per core team member): less than 3 years 0, 3-5 years 5, 6-9 years 10, 10+ years 15.

Qualification scoring: Diploma (NQF 6) 4, Bachelors (NQF 7) 6, Honours (NQF 8) 8, Masters and above (NQF 9+) 10.

Methodology criteria: evidence-based diagnostic approach 8 points, operating model and organisational design framework 7 points, costing/affordability/resourcing modelling 5 points, digital enablement and people-process-technology alignment 5 points.

Project plan and roadmap scored on a 5-point scale, with points allocated proportionally (e.g. 5/5 x 25 = 25).

Stage 2: Price and Specific Goals under the 80/20 system: Price 80 points, Specific Goals 20 points, total 100. Price points calculated on the total all-inclusive price only.

Failure to submit proof for Specific Goals means no preference points are claimed.

The service provider will conduct a comprehensive review of the CCMA's operating model and organisational design, aligned to the CCMA's legislated mandate, the Momentum Strategy 2025/26-2029/30, approved organisational performance objectives, and current and medium-term budgetary constraints.

The assignment must be completed within a maximum of three (03) months, commencing within 30 days of the award letter.

Phases: planning and project initiation; evidence-based diagnostics and data collection; development of operating model and organisational design options; costing and affordability analysis; development of an implementation and change roadmap; presentation of findings and recommendations to CCMA governance structures; incorporation of governance input and final closeout report.

Scope of work includes: review of the current operating model; design of a proposed operating model; development of an engagement model for Departments, Provinces and Regions; comprehensive diagnostic assessment (document review, service demand and workload assessment, identification of inefficiencies and risks, stakeholder engagements); development of at least two organisational design options (macro and micro structures, reporting lines, role logic, span of control, critical roles and resourcing); costed organisational and resourcing model (current cost baseline, cost implications per option, headcount by functional area, efficiency gains); digital enablement assessment; change and implementation roadmap (impact assessment, phases, risks, governance).

Deliverables: diagnostic assessment report; target operating model; organisational design options; costed resourcing and headcount model; high-level digital enablement assessment; change and implementation roadmap; final consolidated report and presentation packs.

The service provider must be available to present to EXCO, Extended EXCO, Committees of the CCMA Governing Body (including Human Resources Committee and Audit and Risk Committee), and to meet with the Human Resources Team and other executives.

Bidders must submit a detailed methodology covering: evidence-based diagnostic approach (document review, workload analysis, process mapping, stakeholder engagement); operating model and organisational design framework including design principles; costing, affordability and resourcing modelling approach; digital enablement and people-process-technology alignment.

A detailed project plan and implementation roadmap must demonstrate the ability to deliver practical, implementable outcomes within two (02) months.

Methodology is scored on a 1-5 rating scale, with points calculated proportionally (score/5 x weighting).

Track record: contactable reference letters for similar organisational design/operating model reviews completed within the last three years, from South African organisations employing 500 or more employees. Scoring: 1 reference 5 points, 2 references 10, 3 references 15, 4 references 20, 5 or more references 25.

Project team experience: Project Lead must demonstrate senior-level organisational design experience; experience averaged for team. Scoring: less than 3 years 0, 3-5 years 5, 6-9 years 10, 10+ years 15.

Relevant qualifications from a recognised tertiary institution in fields such as Industrial Psychology, Organisational Development, HR Management, Business Administration, Strategic Management, Public Administration, Labour Relations, Business Process Management, Information Systems. Scoring: Diploma NQF6 4, Bachelors NQF7 6, Honours NQF8 8, Masters+ NQF9+ 10.

Annexure A must be completed, listing reference companies and team member details.

Detailed cost breakdown required, aligned to scope and deliverables: diagnostic phase; operating model development; organisational design options; costing and affordability analysis; change management and implementation roadmap; reporting and governance presentations.

Copies of highest qualifications and CVs of each team member must be attached.

The Project Lead role is compulsory.
