Bids must be submitted before or on the closing date and time at Rand Water Head Office, 522 Impala Road, Glenvista, 2058, in the Bid Submissions Box at the Main Gate. The bid must be sealed and endorsed with the bid number and description. One original bid document and returnables are required; a USB flash drive with a PDF copy may be provided in addition. Telephonic, telegraphic, telex, facsimile or e-mailed bids will not be accepted. Bids must remain valid for 180 days after closing. Returnable documents required at closing (disqualifiable if missing or incomplete): fully completed and signed Form of Offer, Pricing Schedule/BoQ, Compulsory Enterprise Questionnaire, SBD 6.1 Preference Points, SBD 4 Bidder's Disclosure, and a Resolution Letter authorising the signatory. Returnables required for evaluation (not disqualifiable but scored): documents per functionality criteria, B-BBEE certificate or sworn affidavit, T2.2.6 fluctuations form, T2.2.7 FOB prices form. Returnables required at closing but non-disqualifiable (5 working days to remedy): Declaration of Insurance (T2.2.8) and 3-year financial statements with current year's management report. Correction fluid is not permitted on any documents.

Evaluation has four stages: responsiveness/pre-qualifiers, functionality, preference points, and objective criteria. Pre-qualifiers include a fully completed and signed Form of Offer, no correction fluid, and proof of accreditation for calibration services. Functionality is scored out of 100 with a minimum of 70% required to proceed. Criteria and weights: A. Record of Previous Experience (20) – reference letters from clients; B. Overall Performance on Previous Work (20) – performance ratings of 70% and above; C. Human Resource Capacity (10) – company organogram, project team CVs, certified rigger, electrician, fitter; D. Equipment Resource Capacity (15) – office space, tools, vehicles (e.g. 10-ton truck); E. Risk Introduced by Bid Qualifications (5); F. Project Risk Management (5) – risk register responses; G. Method Statement (15) – detailing deliverables; H. SHERQ (10) – health & safety policy and plan. Preference points: 80/20 system, 80 for price, 20 for B-BBEE status level (Level 1=20, 2=18, 3=14, 4=12, 5=8, 6=6, 7=4, 8=2, non-compliant=0). Bidders not submitting a B-BBEE certificate score zero for that component but are not disqualified. Objective criteria: Rand Water may not award to a bidder who has already been awarded R250 million (incl. taxes) in the financial year, unless that bidder is the only successful respondent.

Scope: supply, delivery, installation, commissioning, training, servicing and calibration of a big lathe machine at Rand Water Zuikerbosch Pumping Station, for a period of four (04) years. Technical requirements are fully stated in the bid documentation. The bidder must have accreditation for calibration services (proof required).

Pricing must be submitted on the Pricing Schedule / Bill of Quantities (BoQ). Bidders must complete T2.2.6 regarding fluctuations in cost of labour and materials, indicating whether fluctuations apply. Bidders must complete T2.2.7 for FOB prices of imported equipment/materials requiring foreign exchange. Declaration of Insurance (T2.2.8) is required. Three-year financial statements (audited or independent review) plus current year's management report (income statement, balance sheet, cash flow) are required at closing (non-disqualifiable).

Bidders must be registered on the Central Supplier Database (CSD) and have a valid tax compliance status (SARS TCS PIN). B-BBEE status level must be substantiated with a SANAS accredited certificate or sworn affidavit for QSE/EME to claim preference points. Bidders must not be listed on the Register of Tender Defaulters or List of Restricted Suppliers. Compulsory Enterprise Questionnaire (T2.2.1) must be completed and signed, including SBD 4 and SBD 6.1. SBD 4 (Bidder's Disclosure) requires disclosure of any state employment or relationship with procuring institution personnel; false disclosure disqualifies. SBD 6.1 (Preference Points Claim) claims B-BBEE points under the 80/20 system. Resolution Letter authorising the signatory is required.

Functionality evaluation criteria and weights are detailed in the main evaluation section. The minimum functionality score is 70%. Preference points use the 80/20 system. Objective criteria include supplier rotation based on R250 million aggregate awards per financial year.
