Mandatory registrations — CIDB grading 3SF or higher with the CRS number (proof of CIDB application accepted where registration is pending), a valid COIDA Letter of Good Standing or Registered Mutual Association policy insurance, a SARS Tax Compliance Status PIN valid for the full validity period, and CSD registration with proof of registration or application. Missing any of these excludes the bid from further evaluation.
Reference letters — three contactable letters for installation of fire detection and suppression systems and three for maintenance of fire-fighting equipment, each completed within five years of the closing date, on the client's official letterhead, dated, signed by an authorised representative and carrying verification contact details; job cards may supplement maintenance letters. Failure to submit the letters means automatic disqualification.
Key personnel — a certified (not older than three months from the closing date) SQCC Fire Authorised Practitioner qualification with at least five years' experience, and a certified Occupational Certificate: Electrician (NQF Level 4) with at least five years' experience, a wireman's licence and a red seal card, each supported by a resume. Foreign qualifications require SAQA verification.
Functionality threshold — minimum 75 of 100 points. A score of zero on any single criterion eliminates the bidder regardless of the total, and no assumptions or implied compliance are accepted. Price carries 80 points and specific goals 20 points under the 80/20 system for responsive tenders up to and including R50,000,000, priced on SBD 3.3.
Preference points — 10 points for at least 51% black ownership and 10 points for at least 30% black woman ownership, each conferring voting rights and economic interest, claimed in SBD 6.1 and supported by the CSD report, CIPC documents, shareholder certificates, shareholders' ID copies and a valid B-BBEE certificate or sworn affidavit for EMEs/QSEs. The main building contains offices, a control tower cab, a kitchen, a reception/foyer, workshops and ablution facilities. Management, engineering technicians, administrative staff and South African Weather Services employees are based on the ground floor. Air traffic controllers work from the approach radar hall and the control tower cab.
The existing main building system is fire detection and alarm, with the FACP in the ground floor foyer. Equipment rooms and the UPS room house high-value ATNS equipment. Cabling runs through ground floor floor voids (equipment rooms and passages), Level 14 and Level 16, and control tower shaft cable ducts; these areas have both detection and suppression.
The Operations Centre has a new RCF PA System (SE5120/SE5121 Life Safety Voice Alarm System). ACSA will install a separate FACP in the guardhouse outside the Operations Centre.
