• The bid must be structured in three parcels:

• Parcel A: Administrative and Mandatory documents (Volume 1A excluding SBD 3.3 and 6.1).
• Parcel B: Functionality requirements.
• Parcel C: Price and preference points (SBD 3.3, SBD 6.1, CSD Report, CIPC documents, shareholder certificates, ID copies, B-BBEE certificate/sworn affidavit).

• Proposals must remain valid for 120 days from submission.
• Failure to comply with submission conditions will result in rejection.

Evaluation occurs in four stages:

• Stage 1 (Administrative): Valid SARS Tax Compliance Status PIN required. Non-compliance may lead to rejection or a 7-day cure period.
• Stage 2 (Mandatory): Failure on any criteria leads to exclusion.

• Attend compulsory briefing session on 21 July 2026 (Microsoft Teams).
• Provide three contactable reference letters for Occupational Hygiene Survey services completed within the past five years.
• Project Lead must be an Occupational Hygiene Practitioner registered with SAIOH.
• Ergonomics Specialist must be a Certified Ergonomist Practitioner registered with the Ergonomics Society of South Africa.
• Submit valid Approved Inspection Authority (AIA) accreditation certificate from the Department of Employment and Labour.

• Stage 3 (Functionality): Minimum threshold is 70/100 points.

• Execution Plan and Methodology (40 points): Must cover survey methodology, project schedule, resource allocation, QA/QC, risk management, and reporting framework.
• Project Lead Experience (30 points): Scored on years of relevant experience (above 12 years = 30 points).
• Project Team Experience (30 points): Scored on years per team member (above 8 years = 30 points).

• Stage 4 (Price and Preference): Uses 80/20 scoring system.

• Price: 80 points calculated via formula comparing to lowest acceptable tender.
• Preference Points: 20 points allocated for specific goals (10 points for 51% Black Owned suppliers, 10 points for 30% Black Woman Owned suppliers).

• Bidders scoring zero in any functionality criterion or below 70 overall are excluded.

Scope: Provide Occupational Hygiene Surveys across all ATNS sites on an ad hoc basis for three years.

Key survey areas:

• Illumination: Measure levels, assess compliance, provide schematic layout, report with findings and recommendations.
• Noise: Monitor exposure, create zoning maps, assess environmental impact, provide compliance assessment and recommendations.
• Thermal Conditions: Assess workplace environments, evaluate heat/cold exposure risks, focus on outdoor and remote sites.
• Heat Stress: Identify sources, monitor per ISO 7243, evaluate risks and controls.
• Cold Stress: Identify exposed activities/areas, evaluate risks, recommend controls.
• Ventilation and Indoor Air Quality: Measure airflow and contaminants (CO2, CO, NO2, SO2, formaldehyde), assess effectiveness, identify hazards.
• Ergonomics, Human Factors and Fatigue: Conduct risk assessments covering cognitive, physical, and organisational ergonomics, assess compliance with regulations.

Legal and Standards Compliance: Must align with Occupational Health and Safety Act, Compensation for Occupational Injuries and Diseases Act, SANS 3000-4:2011, ATNS Safety Management System, National Environmental Air Quality Act, and other applicable SANS.

Service Provider Requirements:

• Must be an Approved Inspection Authority (AIA) accredited by the Department of Employment and Labour, certified by SANAS per SANS 17020.
• Personnel must be registered with the Southern African Institute of Occupational Hygiene (SAIOH). At least one Occupational Hygienist required.
• Ergonomics assessor must be a Certified Ergonomist Practitioner with the Ergonomics Society of South Africa.
• Must possess and provide valid calibration certificates for all sampling equipment.
• Reports must comply with SANS 17020, include drawings/layout plans, findings, control measures, non-conformances, and recommendations.

Sites: Surveys required at 22 ATNS locations nationwide, including OR Tambo, Cape Town, King Shaka International Airports, and head office.

• Bidders must demonstrate execution approach and methodology for conducting Occupational Hygiene Surveys, covering all required survey areas.

• Provide three contactable reference letters for Occupational Hygiene Survey services completed within the past five years.
• Project Lead must be an Occupational Hygiene Practitioner registered with SAIOH.
• Ergonomics Specialist must be a Certified Ergonomist Practitioner registered with the Ergonomics Society of South Africa.
• Functionality scoring includes points for Project Lead experience (years) and Project Team experience (years per member).

• ATNS may withdraw from commitments if circumstances dictate.

• ATNS reserves the right to reject, withdraw, or cancel any proposals, negotiate with bidders, and accept the most advantageous bid.
