Bids must be delivered to the bid box at the Western Cape Department of Agriculture, Security Gate, Muldersvlei Road, Elsenburg, 7607 (GPS: 33.845259 S 18.834722 E) before the closing time; late bids are not considered. Evaluation uses the 80/20 preference point system: price scores up to 80 points, B-BBEE status level up to 20 points. The bidder with the highest total points is awarded the contract. If two or more bids tie, the bid with the highest B-BBEE points wins; if still tied, the award is decided by drawing lots. Price points are calculated as Ps = 80(1 - Pt/Pmin), where Pt is the price under consideration and Pmin is the lowest acceptable price. Bidders who do not submit proof of B-BBEE status are not disqualified but score 0 for B-BBEE. The department may negotiate a market-related price with the highest-scoring bidder. Bids that are incomplete or missing mandatory documents at evaluation are deemed non-compliant and passed over.

Supply and delivery of a Tractor Loader Backhoe (TLB) similar or equal to Kubota L47, suitable for general farm work and transport of feed bales, delivered to Outeniqua Research Farm, R102, George. Minimum specifications:

• Engine: four-cylinder diesel, gross power at least 35 kW / 47.1 HP, power steering, auto throttle advance, side IntelliPanel, three-point hitch with lifting capacity at least 1250 kg, ROPS with canopy, wet disk brake, reversible seat.
• Front loader: maximum lift capacity at least 1200 kg, maximum lifting height at least 2800 mm, hydraulic circuit-switch lever, quick coupler.
• Backhoe: minimum bucket capacity at least 0.1 m3, maximum digging depth at least 3 m, stabilizers, removable with quick hitch system.
• Round bale fork (compatible with the TLB): 2 tines of 120 cm, load bearing capacity 1200 kg, height 110 cm, width 120 cm.
• Big square bale fork (compatible with the TLB): 4 tines of 120 cm, height 110 cm, width 170 cm, tine spacing 10-50-50-50-10 cm, load bearing capacity 1200 kg.

Other requirements:

• Spare parts (belts, filters, bearings, etc.) must be readily available in South Africa.
• Operating manual and manual with part numbers must be included, in English.
• Delivery within 10 days of obtaining the official order; all transport, import and assembly costs included in the quote.
• Cost of training included in total price; demonstration (test run) included with training.
• Warranty: minimum 12 months or 1,000 hours (whichever comes first) from date of delivery.
• After-sales support and spare parts availability for the lifespan of the tractor; service support within a 50 km radius from Outeniqua Research Farm, George.
• Brand names listed are indicative; similar or equal products are acceptable. Bidders must state deviations or non-compliance in full.

The bidder must be a reputable company with experience in supplying a tractor of similar quality and quantity. The bidder must provide details of three reputable references from the last two years, with contactable references as confirmation. The bidder must furnish proof of supply from its supplier confirming ability to deliver the goods within the given timeframe.

Pricing must be submitted on WCBD 3 (Pricing Schedule – Firm) with firm prices, all applicable taxes included. The offer must remain valid for 120 days from the closing date. The WCBD 3 form is regarded as the final proposed amount; no price adjustments after bid closure. Requests for price alterations post-submission are only considered under exceptional circumstances with a formal request and written approval. The department reserves the right to cancel or reject excessive or exorbitant quotes; under-quoting may result in non-compliance. The department may negotiate a market-related price with the highest-scoring bidder.

B-BBEE preference points are claimed via WCBD 6.1. Bidders must submit a valid B-BBEE certificate (SANAS-accredited) or sworn affidavit (for EMEs/QSEs) to claim points. Points table (80/20 system): Level 1 = 20, Level 2 = 18, Level 3 = 14, Level 4 = 12, Level 5 = 8, Level 6 = 6, Level 7 = 4, Level 8 = 2, Non-compliant = 0. EMEs must submit an affidavit confirming annual turnover and black ownership; QSEs less than 51% black-owned must submit a SANAS verification certificate; QSEs at least 51% black-owned must submit an affidavit; large enterprises must submit a SANAS verification certificate. Trusts, consortia or joint ventures must submit a consolidated B-BBEE certificate. Sub-contracting details (percentage, name, B-BBEE status, EME/QSE status) must be disclosed if applicable. The General Conditions of Contract (GCC) form part of the bid documents and may not be amended. Special Conditions of Contract (SCC), if applicable, supplement the GCC; in the event of conflict, the SCC prevail. The successful bidder must sign a written contract form (WCBD 7). The department may cancel a contract if the supplier commits corrupt or fraudulent acts during bidding or execution. Bidders listed on the National Treasury's Register for Tender Defaulters or Database of Restricted Suppliers may be excluded from procurement.
