Submission method: sealed envelope placed in the tender box at the 1st floor, Room B 207, Civic Centre, Corner Walter Sisulu and Wanderers Avenue, Middelburg, by no later than 12h00 on 09/10/2026.

Envelope must be clearly marked with the tender number, title, and closing date, plus the name of the tenderer.

Telegraphic, telephonic, telex, facsimile, e-mail, unmarked and late tenders will not be considered.

• Copy of Company Registration Certificate (CK)
• Copy of current Municipal Account (not older than 3 months) or copy of Lease Agreement (and Landlord's Municipal Account)
• Joint Venture Agreement (if applicable)
• Professional Indemnity Insurance
• Annual Financial Statements for the past 3 years (audited if applicable)
• All forms completed in full

Non-compulsory (no points if not submitted):

• Copy(ies) of share Certificate(s) and certified copy of Medical Certificate (where necessary)
• Copy/printed Tax Compliance Status Pin
• CSD Summary Report
• Joint Ventures must be registered on CSD as Joint Venture

Compulsory: Company Registration Certificate (CK), current Municipal Account or Lease Agreement, Joint Venture Agreement (if applicable), Professional Indemnity Insurance, Annual Financial Statements for past 3 years, all forms completed in full. Non-compulsory: share certificates, medical certificate, Tax Compliance Status Pin, CSD Summary Report, Joint Venture CSD registration.

Evaluation stages:

1. Functionality: minimum 70 points must be attained before financial proposals are considered.
2. Preference point system (PPPFA): 80 points for price, 20 points for Specific Goals.

The municipality does not bind itself to accept the lowest tender or the highest-scoring bidder.

Appointment of one service provider for the provision of fleet management systems and fleet support services.

Contract period: 36 months.

Tender document fee: non-refundable R880.00, payable in cash or debit/credit card only.

Central Supplier Database (CSD) registration is mandatory; no award to unregistered bidders.

No award to persons in the service of the state, or entities where any director, manager, principal shareholder or stakeholder is in the service of the state, or to advisors/consultants contracted with the municipality.

Joint Ventures must be registered on CSD as a Joint Venture.

Tax Compliance Status Pin required (non-compulsory but used for verification).

Company Registration Certificate (CK) and Professional Indemnity Insurance are compulsory.

The municipality reserves the right to withdraw the invitation, re-advertise, reject any tender, or accept part of it. It is not bound to accept the lowest tender or the highest-scoring bidder.

No award to bidders not registered on CSD, in the service of the state, or with directors/managers/shareholders in the service of the state, or to advisors/consultants contracted with the municipality.

Functionality threshold: 70 points. Preference points: 80 for price, 20 for Specific Goals.
