Submission method: sealed tender, delivered to the offices of Nquthu Municipality by 12:00 on the closing date.

• Envelopes must be clearly marked with the tender name and tender number.
• Tenders may only be submitted on the official tender document issued by the municipality.
• No late tenders will be accepted.
• Returnable documents: completed and signed tender document, including the specific goals verification documents (ID copies of directors, CSD registration, proof of residence).
• All service providers must be registered on the municipality's database and the Central Supplier Database (CSD).

Evaluation method: price (80 points) and specific goals (20 points), using the 80/20 preference point system under the Preferential Procurement Policy Framework Act of 2022.

• Applies to all price quotations from R1.00 to R50,000,000.00 including VAT.
• Specific goals:
• Ownership (max 10 points): more than 50% black-owned = 10 points; less than 50% = 5 points.
• RDP (max 10 points): KwaZulu-Natal province = 10 points; other provinces = 5 points.
• Tender documents will also be evaluated on returnable documents and functionality.
• The municipality is not obliged to accept the lowest or any bidder.

The tender covers three separate construction projects:

1. Construction of Nondweni Landfill site, ward 06 (Tender No. NQULM07/26-27)
2. Construction of Empumelelweni road, ward 14 (Tender No. NQULM05/26-27)
3. Construction of Mlahane road, ward 12 (Tender No. NQULM06/26-27)

Each project is a separate tender with its own document, CIDB grading, briefing and closing date.
