The csir is establishing a five-year panel of pre-qualified multidisciplinary professional service providers for integrated immovable asset, property and infrastructure management, spanning nine work packages from property management, town planning, land surveying and conveyancing to property economics, financial accounting and auditing, quantity surveying, construction project management and infrastructure policy advisory services. Bidders may apply for a single work package or for all of them, but each work package must be submitted as its own separate submission with the package clearly indicated. This is an expression of interest only: NO prices are submitted now, and pre-qualified panel members are invited to quote as and when work arises. The decisive hurdle is the two-phase evaluation, where bidders must clear every elimination criterion and then meet the per-criterion and overall technical thresholds, with professional registration mandatory for the planning, surveying, conveyancing and valuation packages.
Closing and submission: Thursday 19 November 2026 at 16:30, electronic submission only to [email protected]; late bids and bids sent to any other address are eliminated. Enquiries and clarifications close Thursday 12 November 2026 at 16:30.
Phase 1 elimination: late submission, submission to the wrong email or location, listing on National Treasury's Register of Tender Defaulters or database of restricted suppliers, and failure to submit the mandatory returnable documents listed in Annexure E.
Phase 2 technical scoring out of 100: service provider qualification and professional registration 35, service provider experience 35, client reference letters 30. Minimum 50% on each individual criterion plus an overall minimum that the document states as both 80 out of 100 and 70%; bidders below the thresholds are eliminated before price and preference evaluation.
Mandatory professional registration per package: SACPLAN Professional Planner for the Town Planner (Candidate Planner registration is not accepted), SAGC Professional Land Surveyor, High Court admission and Legal Practice Council enrolment as attorney and conveyancer, and SACPVP Professional Valuer or Professional Associated Valuer where valuations fall in scope. PPRA, SAFMA or SAPOA registration is advantageous for the Property Management Specialist.
Experience thresholds: Property Management Specialist at least 12 years relevant with 7 years in a senior property or portfolio management role; Town Planner, Land Surveyor, Legal Conveyancer and Property Economist at least 10 years post-qualification with at least 5 years in a senior, lead or specialised role.
Compliance: self-registration on National Treasury's Central Supplier Database with the unique registration reference number, a valid SARS Tax Compliance Status PIN or CSD number, no directors or members in the service of the state, and continued tax compliance for the full contract term. Joint ventures must submit a signed JV agreement naming the lead partner and split of work, a B-BBEE certificate or consolidated scorecard, TCS or CSD reports for each partner, proof of ownership and company registration certificates.
No pricing at EOI stage: the pricing schedule and specific goals credentials must be submitted as a separate document with no such information in the technical proposal, and each work package applied for must be submitted as a separate submission. Fronting indicators must be disproved within 14 days of notification or the bid may be invalidated and the bidder restricted from public-sector business for up to ten years.
