Service providers that intend to attend the briefing session will be 2.1 The Department of Economic Development and Tourism (DEDAT) intends to appoint a service provider to provide specialist subscription services to support the sourcing, acquisition and supply, and maintenance of economic data and intelligence subscriptions over a 3-year period. 3.1 Data and intelligence subscriptions address the key government challenge of access to credible economic IQ for evidence-based decisions. Economic data and intelligence subscriptions provide accurate and credible data which is critical to the development and execution of effective strategies and plans. www.westerncape.gov.za6 Department of Economic Development and Tourism 3.2 The subscribed data supports economic intelligence to the Premier, Ministers, the Head of Department, and senior management, as well as supporting departmental line functions across priority economic sectors. 3.3 Economic data and intelligence subscriptions underpin research, analysis, modelling, and policy development, enabling the Department to assess economic performance, support strategic interventions, and report accurately against provincial priorities and objectives. 3.4 These economic data and intelligence subscriptions also supplement policy and strategy development and impact evaluations, specifically towards tracking of transversal economy- wide indicators, and ultimately the longer-term impact of the G4J Strategy and G4J Implementation Plan. 3.5 To support these activities, each year the Department obtains services from about 20 to 40 data and intelligence subscription service providers. 3.6 A service provider is therefore required to support this process, thereby ensuring that access to data and intelligence is efficient and continuous. 3.7 The support required from the service provider will dovetail processes with the Department’s internal processes, as outlined in the diagram below. NATURE AND SCOPE OF SERVICES TO BE RENDERED 4.1 The Department requires the services of a service provider to support the sourcing, acquisition, supply and maintenance of data subscriptions over a 3-year period of the service provider’s service level agreement. 4.2 A service level agreement is required whereby specific subscriptions required by the Department will be requested from the service provider. International and South African macro-economic data and analysis Various subscription-based datasets and analytical products that provide comprehensive, up-to-date insights into both global and domestic economic conditions, trends, and risks, including macroeconomic variables, socio-economic indicators, financial markets, trade, and policy developments. Examples of services required: - South African (and Western Cape) sectoral thought leadership, analysis and data as well as sovereign credit ratings. - Disaggregated economic and socio-economic data at the national, provincial, district and local municipality level. - Business Confidence Index (BCI) data available for all provinces as well as the country, Consumer Confidence Index (CCI) data and Building Cost Index data as well as the Manufacturing Survey Report, Building and Construction Survey Report and Retail Survey Report, as well as analysis and data. - Analysis of the current macro socio-political and economic environment in South Africa within the context of the global economy, primary data on South Africa's economy, government finances, living standards, healthcare, crime, education, and demographics and latest data on 200 key domestic economic and social indicators B. Thematic data Diverse set of specialised, sector/theme-specific subscription datasets and analytical tools that provide focused insights into key economic and social domains relevant to provincial priorities.
