Submit electronically via Eskom E-tendering site at https://etendering.eskom.co.za/ by 30 July 2026 at 10h00. You are responsible for ensuring your submission is uploaded before the closing time. Required documents must be uploaded under folders: Technical, Commercial, Financial, and Other. All documents must be in PDF format, except the price list which must be in both PDF and Excel. Maximum upload size per document is 500 MB; total submission restricted to 4 GB. No ZIP/compressed files or hard copies accepted. If you resubmit, only the latest version will be considered; previous submissions become void. Ensure submission status is marked as complete. Mandatory returnables at closing (disqualifiable if missing): Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s Particulars (Annexure C), Integrity Declaration Form (Annexure D), CPA for local/imported goods/services (Annexure E/F if applicable), SBD 1 (Annexure H), SBD 4 (Annexure J), and basic compliance documents. Failure to upload required documents by closing will render your tender non-responsive.

Evaluation is based on an 80/20 scoring system: 80 points for price and 20 points for Specific Goals under PPPFA 2022. Prices are evaluated inclusive of VAT, corrected for errors, and adjusted for acceptable variations. Unconditional discounts are considered; conditional discounts are not. Tenderers are ranked from highest to lowest combined score. Functionality threshold is 0%, but failure to meet it disqualifies the tender. Specific Goals: If evidence is not submitted, the tenderer scores 0 for that goal but is not disqualified. Basic compliance requires meeting eligibility criteria, submitting a complete tender, and all mandatory commercial returnables by deadlines. Non-responsive tenders (missing mandatory documents) are disqualified. Eligibility disqualifiers include: being on international sanctions lists, conflict of interest, submitting multiple bids, unauthorised signatories, subcontracting 100% of scope, being on Eskom’s Tender Defaulters List, or restricted by National Treasury or Eskom.

Scope: Conduct a water supply feasibility study for the Tubatse Pumped Storage Scheme Project. Deliverables and detailed requirements are outlined in the Scope of Work (Annexure 1.1.18). Mandatory annexures to complete and submit include: Authorisation Form (Annexure A), Acknowledgement Form (Annexure B), Tenderer’s Particulars (Annexure C), Integrity Declaration Form (Annexure D; requires downloading and reading the Supplier Integrity Pact), CPA Requirements for Local Goods/Services (Annexure E), CPA(IG) for Foreign Goods/Services (Annexure F if applicable), SBD 6.2 Declaration Certificate for Local Production and Local Content (Annexures G1-G4 if designated materials are included), SBD 1 Invitation to Bid (Annexure H), SBD 6.1 Preference Points Claim Form (Annexure I), and SBD 4 – Bidders Disclosure (Annexure J). Contract will be based on the NEC Professional Services Contract (PSC). Technical documents must be submitted under the Technical folder.

Submit pricing in the provided Pricing Schedule/BOQ (part of NEC contract). Price list must be in both PDF and Excel formats. Prices must be inclusive of VAT. Payment terms: For contracts valued below R50 million (including VAT), Eskom pays within 30 days of receipt of undisputed invoice. For contracts valued above R50 million (including VAT), Eskom pays within 60 days of receipt of undisputed invoice. Performance security is not applicable. Eskom reserves the right to negotiate with preferred bidders if prices are not market-related. Financial statements must be latest approved (no drafts) for the tendering company, including director’s report, auditor’s report, and full financial statements. For unincorporated JVs/SPVs, each partner must submit financials.

Mandatory: CSD registration (CSD number/report). B-BBEE: Submit proof of status level via certificate, sworn affidavit, or as prescribed by the B-BBEE Act. Use SBD 6.1 form for preference points. Tax compliance: Local tenderers must provide SARS e-filing PIN for verification via CSD or submit a tax clearance certificate if not on CSD. Foreign tenderers with a South African footprint must submit a certified tax clearance certificate if not on CSD. Foreign suppliers with no footprint must complete SBD1; no tax proof required. Employment Equity Act: Designated employers must provide proof of compliance and submission of report to the Department of Labour (South African tenderers only). COIDA: South African tenderers must provide an original certificate of good standing or proof of application from the Compensation Fund or licensed insurer. CIDB: Valid proof of required grading designation for the main contractor, JV, and/or sub-contractor as required in the tender data (due at tender closing or within 21 working days from closing date if agreed with Eskom). Additional documents may include quality, safety, and environmental compliance as per scope.
