Safety, Health, Environment, and Quality (SHEQ) requirements: Submit Annexure B (Acknowledgement Form), SHE Plan (as per Eskom specifications), SHE Costing, Baseline Risk Assessment, Valid COID Certificate, SHE Policy, SHE Competencies, and Safety Data Sheets (SDS). Correct PPE is compulsory for site visits. ID document is required for entrance. Transport for the compulsory clarification meeting departs Kendal Power Station main gate at 09h30 on 22 July 2026.

Environmental requirements: Signed Environmental Policy aligned with ISO 14001:2015. Site-specific Environmental Management Plan (includes aspects, impacts, and mitigations). Site-specific Emergency Preparedness Plan (covers oil, chemical, medical, fire with response procedures). Aspect and Impact Register (identification, rating, and controls). Site-specific Waste Management Plan (covers identification, handling, disposal, compliance, and resources). Register of Hazardous Substances. Permits and Licenses relevant to the scope. Training and Competency Records. Legal and Regulatory Compliance Register (applicable environmental laws and compliance).

Contract terms: NEC3 Term Services Contract (TSC) applies. Payment terms: 30 days for contracts below R50,000,000 (incl. VAT); 60 days for contracts above R50,000,000 (incl. VAT). Eskom reserves the right to negotiate with preferred bidders if prices are not market-related. Tender validity period: 150 days from closing date. Late tenders are not accepted. Resubmissions replace previous versions. Mandatory contractual requirements (e.g., CSD registration) must be met before contract award.

Technical evaluation uses a weighted score-card approach with a minimum 70% threshold for qualification. Pricing is scored out of 90 points (VAT-inclusive, corrected for errors, excluding contingencies). Specific Goals (e.g., B-BBEE) are scored out of 10 points under PPPFA 2022. Final ranking uses the 90/10 system. Contractual requirements (e.g., CSD registration) are verified post-evaluation.
