Summary
TRANSNET port terminals requires a once-off provision of lifting equipment load testing services at the port of east london multi-purpose terminal, covering the combi terminal, grain elevator and car terminal. An ecsa-accredited lifting machinery inspector must oversee the examination and load testing of the listed equipment in accordance with the OHS act and TRANSNET codes of practice 29 and 27. Bids are submitted electronically through the TRANSNET esupplier portal and close on 06 november 2026 at 23:00, with NO formal briefing session. The decisive hurdle is the technical threshold: a bid scoring below 80 out of 100 is non-responsive, and the mandatory ecsa-accredited lme and lmi certificates must be attached or the bid is disqualified.
Key Requirements
Closing: 06 November 2026 at 23:00, electronic submission only through the Transnet Digital Procurement System eSupplier Portal; no late bids, and each company must log its intent and bid through its own registered profile.
Mandatory certification: ECSA-accredited certified copies of the Lifting Machinery Entity (LME) and Lifting Machinery Inspector (LMI) certificates must accompany the bid — non-submission disqualifies.
Technical threshold: minimum 80 of 100 points — reference letters 40 (three contactable references not older than two years), LMI CV with certified Trade Test Certificate 25, list and certification of load testing equipment 35; a score below 80 makes the bid non-responsive.
Preference points: 80/20 system with price at 80 points and specific goals at 20 points; a valid B-BBEE verification certificate or sworn affidavit plus the Section 7 specific goals claim form is needed to score, and no proof means no points claimed.
Compliance: CSD registration, a valid SARS Tax Compliance Status PIN or CSD number, and proof of authority to sign such as a company resolution; each party to a joint venture, consortium or subcontract arrangement must submit its own TCS certificate, PIN or CSD number.
Pricing: complete the electronic pricing schedule in the eSupplier portal only, in South African Rand inclusive of VAT and strictly in the prescribed format — paper pricing is not accepted and deviation may disqualify the bid.
Enquiries and validity: clarification queries to [email protected] before 12:00 on 03 November 2026, no formal briefing session will be held, and bids must remain valid for 180 business days from the closing date.

Bid-ready summary
Background
The East London Multi-Purpose Terminal (EL MPT) operates three areas: the Combi Terminal for containers and break-bulk, the Grain Elevator for bulk grain, and the Car Terminal.
Lifting equipment across these areas supports operational targets, so equipment condition is critical; unavailability causes operational inefficiency and affects customer satisfaction.
EL MPT previously relied on Transnet National Ports Authority to oversee examinations and load testing, which has stopped because that division lacks resources.
EL MPT therefore needs an LMI to oversee examination and load testing of lifting equipment in line with the OHS Act and Transnet's codes of practice.
Purpose
Ensure load testing of lifting equipment is carried out in accordance with the OHS Act and Transnet Codes of Practice 29 and 27.
Detailed scope
The contractor/LME covers the entire terminal: Combi, Grain Elevator and Car Terminal.
All equipment must be load tested as required by the OHS Act and COP 29; where loads differ, the more stringent load applies.
OEM specifications must be considered; if OEM requirements are less stringent than the OHS Act and COP 29, the LMI must alert the Technical Manager so the OEM can be informed and a decision taken.
Any safety-critical defect found during testing must be reported to the workshop supervisor immediately.
The attached list of equipment sets out what must be inspected and load tested.

Preference point system: 80/20 (estimated value does not exceed R50 million).
Stage 1 — Administrative and substantive responsiveness (pass/fail)
Bid lodged on time.
All returnable documents and schedules completed and returned by the closing date and time.
Validity of returnable documents verified.

List and certification of all load testing equipment to be used: 35 points; not supplied = 0.
Minimum qualifying score: 80/100. A score below 80 makes the bid non-responsive.
Technical scores are rounded to two decimal places.
Stage 3 — Weighted scoring (100 points)

Negotiated best and final offers remain valid until award.
Stage 5 — Objective criteria (if applicable)
Transnet may award to a bidder other than the highest scorer where objective criteria justify it.
Stage 6 — Award
The successful bidder is notified by Letter of Award; acceptance of the Letter of Award together with the RFQ response and the standard terms constitutes the final contract.

A bid is treated as an offer; any exceptions must be stated clearly.

Transnet may disclose contract details (company name, goods or services, value, duration) under the JSE Debt Listing Requirements.
Transnet may modify the scope, award part of the work, split the award between suppliers, cancel the RFQ, validate information, request audited financial statements for due diligence, or place a bidder on National Treasury's Database of Restricted Suppliers for up to 10 years where a contract was awarded on incorrect information.
If the preferred bidder fails to sign or commence, Transnet may award to the next ranked bidder at the quoted price.
