The eastern cape department of transport requires a service provider to maintain the aeronautical ground lighting system at mthatha airport for 36 months, covering runway, papi, indicator board, windsock, strobe and apron flood lighting, three standby generators, and UPS and ccr equipment on daily, weekly, monthly and annual schedules, plus ad hoc supply of spares. The contractor must keep at least two skilled electricians on site, hold CIDB grade 3ep or higher, and have completed an aeronautical ground lighting contract worth r2 million or more in the last five years. Bids are evaluated on the 80/20 preference point system in two phases, and any bid scoring below 60% on functionality is disqualified. Submission is electronic only through esubmission, closing 16 november 2026 at 11:00, and NO site inspection or bidders' meeting will be held.
Closing and submission: 16 November 2026 at 11:00, submitted electronically via eSubmission on the eTender Publication Portal; late, posted, telephonic or faxed bids are rejected and bids must remain valid for 90 days. One section of the bid document shows 09 November 2026 at 11:00, so bidders should confirm the closing date with the department.
No briefing: no site inspection and no bidders' meeting will be held; bid documents are available from 09:00 on Friday 23 October 2026 on www.ectransport.gov.za and www.etenders.gov.za.
CIDB and track record: CIDB registration grade 3EP or higher (Electrical), plus a completed aeronautical ground lighting contract of at least R2 million within the last five years, evidenced by award letters or signed contracts on the client's letterhead.
Personnel: the project leader or supervisor needs at least three years' experience in aeronautical ground lighting systems, support staff at the airport need at least one year plus an electrician trade certificate and medium to high voltage experience, and at least two skilled electricians must be deployed; CVs and qualifications must be attached.
Functionality threshold: 80/20 preference point system with functionality scored first, minimum qualifying score 60% — a bid below 60% is disqualified and functionality points are not carried into the final score.
Mandatory compliance documents: CSD registration with a report printed at least ten days before closing, a SARS Tax Compliance Status PIN, proof of UIF, proof of workmen's compensation and liability cover of R1 million; failure to comply renders the bid non-responsive.
Technical registrations and disqualification risks: accredited installation electrician with a wireman's licence, ECASA membership, AGL 1, 2 and 3 qualification and a medium voltage switching certificate; wages below the sectoral determination minimum, unbalanced rates not adjusted within seven days, additional items not in the bid document, or incomplete and unsigned returnable forms will disqualify a bid, and failure to produce site registers may cost 5% of the invoice amount.
