The ongoing shortage of nurses across GDoH healthcare institutions has significantly

compromised patient safety. This shortage contributes to increased reports in patient

complaints and safety incidents, which in turn leads to a rise in litigation cases.

To mitigate the recurrence of the risk, the departments is embarking on an initiative to

procure nursing agency services to supplement the existing nursing workforce and

surpass challenges. The services will be required from the following categories/

disciplines:

a. Enrolled Nurses

b. Enrolled Nursing Auxiliary

c. Professional Nurses (General)

d. Professional Nurses (Speciality)

e. Registered Nurses (General nurse)

f. Registered Midwives/Accoucheurs

4. Legislative and regulatory framework

4.1 The General Conditions of Contract (GCC):

This bid and all contracts emanating from this tender will be subjected to the General

comply with occupational health and infection control standards.

m. All nurses should wear the official uniform when reporting on and off duty.

n. Uniform trousers should be regular size and full length (no tight fit).

o. Distinguishing devices should be worn according to SANC regulations.

p. Employees should always wear a name badge/identity badge when on duty.

q. Head scarves are not allowed while on duty.

r. Males should wear socks that complement the colour of the shoes.

s. Moustaches and beards must be neatly trimmed and should be aligned to mask.

t. Fitness testing prescripts of occupational health.

u. Jewellery should be discreet:

i. One pair of earrings is allowed and should complement the uniform and not pose a

risk to patients and staff.

ii. A plain wedding band (with no indentations and precious stones) may be worn while

on duty.

iii. No jewellery or traditional arm bands are to be worn below the elbow. The only

exception is a “Medical Alert” bracelet.

iv. No nose or tongue rings are allowed.

v. Nails are to be kept short (1-2mm).

vi. No nail enhancements like artificial nails and nail polish allowed.

6.1.2. Working Hours:

a. The nursing agency must ensure that nurses work in accordance with the hours/shift that

have been requested by the institution. The allocated nurses may not exceed the agreed

hours for the specific shift without prior agreement with the institution.

b. The nursing agency must be able to provide nurses for emergency request within the

turnaround time of one (1) hour.

c. The nursing agency must be able to provide nurses for normal request within the turnaround

time of four (4) hours.

d. The nursing agency must ensure that their nurses do not exceed 45 hours per week in

compliance to basic condition of employment act (BCEA).

e. Cancellation of nurses from both parties should be done two (2) hours prior to the start

of the shift.

NB: The institution has the right to redelegate the allocated nurses on all acquired staff

from the nursing agency.

6.1.3. Responsibilities of the Nursing Workforce:

a. Nurses will be responsible for the provision of clinical nursing care according to the scope

of practice.

b. Nurses will be responsible for teaching and supervising clinical care.

c. Nurses will be responsible for attending to tasks as assigned by the institution.

d. The nurses must ensure that they have active South African Nursing Council (SANC)

registration number.

e. The nurses must ensure that they have active Annual Practicing Certificate (APC).
