The border management authority is establishing a three-year panel of service providers for forensic investigations and ethics management services, drawn on as and when required with NO guaranteed volume of work. The panel covers two categories: forensic investigations (including digital forensics, forensic accounting, legal, cybersecurity, data analysis and questioned documents) and ethics management (risk assessment, maturity assessment, strategy development and ethics training). Bidders must be registered on the csd at closing time, submit a SARS tax compliance pin or tcs certificate, and hold professional body registration such as acfe or icfp for forensic work. The most consequential consideration is that bids close on 08 december 2026 at 11:00 through the e-tender portal only, and any missing or unsigned mandatory form will disqualify the bid.
Closing: 08 December 2026 at 11:00, submitted through the e-tender portal (e-submissions) only; late, telephonic, telegraphic, telex or facsimile bids are rejected.
CSD registration: bidders must be registered on the Central Suppliers Database at the closing time or be disqualified; a CSD number and a signed declaration that the CSD information is correct and up to date are required.
Tax compliance: a valid SARS tax compliance status PIN or printed TCS certificate is mandatory, and each consortium, joint venture or subcontractor party must submit its own.
Mandatory forms: SBD 1 (signed bid offer), SBD 4 (Bidder's Disclosure — every question must be answered or the bid is invalid), a board resolution or authority to sign, and the CSD declaration; alterations must be initialled and correcting fluid is prohibited.
Professional registration: forensic investigation bidders must be registered with ACFE or ICFP; ethics management bidders with the Ethics Management Institute or the Institute of Risk Management South Africa, with valid copies of qualifications and proof of registration.
B-BBEE preference: a B-BBEE status level verification certificate or sworn affidavit (for EMEs and QSEs) must be submitted to qualify for preference points.
State employment restriction: no bid will be considered from a person in the service of the state, a company with a director in state service, or a close corporation with a member in state service; a false SBD 4 disclosure disqualifies the bid.
