Submission must be delivered in a sealed envelope clearly marked with the project number and description to the tender box at DRDAR, Office 45, First Floor, Indwe Building, Bhisho, 5605, by 11:00 on 31 August 2026. Bids will be opened in public at that time. Late, electronic, telegraphic or facsimile bids will not be accepted. All forms must be completed in black ink; correction fluid is prohibited; changes must be made by drawing a line through and initialling. All ECBD/SBD documents must be completed, signed in full and witnessed; failure to do so results in elimination. Evaluation is a two-stage process. Stage 1: Administrative Compliance – completion of standard bid documentation, submission of returnable documents, proof of registration with relevant legislative bodies, comprehensive CVs and certified copies of qualifications, comprehensive training proposal, completed and signed Invitation to Bid (ECBD1), Pricing Schedule, Bidders Disclosure (ECBD4), and Joint Venture Agreement if applicable. Stage 1 Part B: Functionality – minimum threshold of 60 points out of 100. Functionality criteria: Overall company experience in rendering Assessor course (40 points) – 5+ years (40), 4 years (20), 3 years (10), 2 years and below (10); Team members' experience (20 points) – 5+ years (20), 3-4 years (5), 2 and below (0); Qualification of facilitator (20 points) – Matric, Diploma/Degree in ODETDP or ND in Management of Training or HRD, registered and accredited to train Assessor course, Train the trainer certificate compulsory; Proof of accreditation with ETDP SETA, PSETA or relevant SETA (20 points). Stage 2: Price and preference points using 80/20 system. Price evaluation 80 points, specific goals 20 points. Specific goals: EME/QSE 51% owned by black people (10), by women (4), by people with disability (2), by youth up to 35 (2), enterprises located within Amathole District Municipality or Buffalo City Metro (2). Contract awarded to tenderer scoring highest total points.

Training of 41 officials on Assessor course for a maximum of 3 days contact session. Course must cover: Outcomes-Based Assessment, Preparing for Assessments, Conduct Assessments and Document Evidence, Provide Feedback on Assessments, Review Assessments. Before commencement, preferred bidder must submit detailed Training Plan, Assessment Plan and Moderator Plan with list of tools. Must display learning material: Facilitator Guide, Course Guide, Manuals, Course Workbook, presentation slides, Portfolio of Evidence template and stationery (pens, notepads, markers). Venue must be conducive for adult learning, accommodate break-away sessions, have ventilation, hygienic bathrooms, flip chart, sound PA system or Bluetooth speaker, and projector with long HDMI cable. Catering menu must be submitted for entire duration, with variety and accommodation of special dietary requirements. Certificate of competency with credits for each attendee on completion. On completion, submit report, attendance registers, laminated certificate of competency and invoice to departmental offices.

Facilitator must have Matric, Diploma/Degree in ODETDP or ND in Management of Training or HRD, be registered and accredited to train Assessor course, and hold a Train the trainer certificate. Comprehensive CVs and certified copies of qualifications must be submitted. Company profile detailing training interventions with trainer profiles must be submitted, highlighting number of relevant courses rendered and qualifications.

Quality of training is evaluated through functionality criteria including company experience, team experience, facilitator qualifications, and accreditation. Training material and daily schedule will be monitored during the course. On completion, a report, attendance registers, and laminated certificate of competency must be submitted for verification.

Pricing schedule: Bidders must quote according to the attached specification, with bid amount inclusive of all applicable taxes. Provide breakdown of costs including estimated time for completion of all phases and all expenses inclusive of all applicable taxes. Travel expenses (e.g., rate/km and total km, class of air travel) - only actual costs recoverable, proof required with certified invoices. Total amount in Rand.

Pricing schedule (ECBD 3.3) for professional services. Bid amount inclusive of all applicable taxes. Provide ceiling price based on total estimated time for completion of all phases and all expenses. Provide breakdown of persons involved with hourly and daily rates. Provide phases, cost per phase and man-days. Travel expenses: only actual costs recoverable, proof required with certified invoices. Other expenses (e.g., accommodation) must be specified with rates and quantities; certified invoices checked for correctness. Offer valid for 60 days from closing date. Rates may be firm or non-firm; if non-firm, provide basis for adjustment.

Contract will be a service level agreement commencing from appointment for a maximum period of 3 days. The department may terminate the contract if specifications are not adhered to. The employer may accept or reject any tender offer and may cancel the tender process at any time before contract formation, without liability. Tender offers must be valid for 60 days after closing. The successful bidder will be required to sign a written contract form (SBD7). The tender is subject to the Government Procurement: General Conditions of Contract of July 2010.
