Quotations must be submitted in sealed envelopes clearly marked with the RFQ number and description "RFQ FOR - JCPZ/RFQ/LAD05/2026". Submissions are only accepted on the closing date between 8:00 and 12:00 in the boxes provided at the entrance of JCPZ House, 40 De Korte Street, Braamfontein. Telegraphic, telephonic, telex, facsimile and late quotations will not be accepted. City Parks does not take responsibility for quotations submitted in the wrong box. The entire tender document as issued or downloaded must be completed; the use of correction fluid is prohibited and all corrections must be initialled. The following MBD forms must be completed, signed and submitted with the quotation: MBD 1 (Invitation to Bid), MBD 3.1 (Pricing Schedule – Firm Prices), MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices) and MBD 9 (Certificate of Independent Bid Determination). A formal quotation must be attached immediately after the first page. Accepted RFQs will be communicated by way of an official order; no goods, work or service must be prepared or delivered before an official order is received.

Evaluation uses the 80/20 preference point system under the Preferential Procurement Regulations 2022. Price: 80 points; Specific Goal 1 (51% or more women owned): 10 points; Specific Goal 2 (Locality within the City of Johannesburg): 10 points. Total points for price and specific goals: 100. The lowest or any offer will not necessarily be accepted; JCPZ reserves the right to accept any offer in whole or in part. Compliance documents are only requested from qualifying, shortlisted or recommended service providers that passed previous stages; such providers are given seven (7) days from the date of the request letter to respond, and failure to adhere results in elimination.

The training provider must be accredited, registered, or recognised by a relevant Quality Council, SETA, or professional body; proof of accreditation must be submitted with the quotation. Training is for 35 candidates, over 2 days, delivered virtually (online). The training must focus on accredited unit standard-aligned courses for municipal and public sector staff governance, covering the roles, responsibilities and operational effectiveness of Bid Specification, Evaluation and Adjudication Committees. Topics include: Supply Chain Management (SCM) policies and procedures; compilation of RFQ and bid specifications; evaluation and adjudication processes; Preferential Procurement Regulations and BBBEE requirements; ethical conduct, confidentiality and conflict of interest; compliance with applicable legislation and Treasury regulations; fair, transparent, competitive and cost-effective procurement principles; record keeping and audit requirements; risk management and irregular expenditure prevention; and roles and responsibilities of Bid Specification, Evaluation and Adjudication Committees. Upon successful completion, all delegates must be issued with a Certificate of Attendance.

Pricing must be firm and inclusive of VAT. The offer is valid for 30 days from the closing date. The pricing schedule (MBD 3.1) requires item, quantity, description, unit price, total price, sub-total, VAT at 15%, and grand total in RSA currency with all applicable taxes included. All delivery costs must be included in the bid price.

The Bill of Quantities (BOQ)/Specification must be completed in full. The lowest or any offer will not necessarily be accepted.

Bidders must be registered on the Central Supplier Database (CSD) at National Treasury and provide the CSD vendor number. A valid tax compliance status (TCS) PIN or CSD number must be provided; where no TCS is available but the bidder is registered on the CSD, a CSD number must be provided. Bidders must provide a valid COIDA Certificate (Letter of Good Standing) from the Department of Labour. Bidders must provide valid Companies' proof of address and/or Director's proof of residence (latest municipal statement not older than three months, not in arrears for more than 90 days, or a valid lease agreement); if there are two or more directors, all must submit proof of residence. Bidders must provide company shareholder certificates and ID copies of owners. If a joint venture, a valid JV agreement signed by all parties must be submitted, with all individual parties' mandatory documents. Bidders must not be in the service of the state, must not be listed on the National Treasury's Database of Restricted Suppliers or the Register for Tender Defaulters, and must not have been convicted of fraud or corruption in the past five years. Bidders must not owe municipal rates and taxes in arrears for more than three months. A valid CK document and share certificate, as well as rates and taxes or lease agreement, must be submitted to qualify for preference points. Bidders must complete and submit MBD 4 (Declaration of Interest), MBD 8 (Declaration of Bidder's Past Supply Chain Management Practices) and MBD 9 (Certificate of Independent Bid Determination).

If the supplier is not executing the contract in accordance with its true intent, refuses or delays execution, performs poorly, or misrepresents information, JCPZ may: (i) notify the supplier to remedy the failure or default (this does not apply to suppliers who deliberately provide incorrect, fraudulent or misleading information); (ii) terminate the contract after the notice period if performance has not improved or the failure has not been remedied; (iii) impose a monetary penalty for any loss JCPZ may have suffered; (iv) automatically appoint the second best supplier or agent to perform the neglected work; and (v) advise the CIDB of the poor performance or termination where it is construction-related work.

RFQs state evaluation criteria including mandatory and administrative requirements, special conditions, evaluation process (functionality and/or price), compliance documents requested only from qualifying/shortlisted/recommended service providers, and a seven-day response timeline. Accepted RFQs are communicated by official order; no goods, work or service must be prepared or delivered before an official order is received. The closing and opening of RFQs is open to all service providers who submitted quotations. The lowest or any tender will not necessarily be accepted; JCPZ reserves the right to accept any tender in whole or in part.

Mandatory requirements: completion in full of the Bill of Quantities (BOQ)/Specification; provide accreditation with relevant Quality Council or SETA, or professional body. Administrative requirements: valid Companies' proof of address and/or Director's proof of residence (latest municipal statement not older than three months, not in arrears for more than 90 days, or valid lease agreement); valid COIDA Certificate from Department of Labour (Letter of Good Standing); company shareholder certificate/s; ID copy of owner/s; valid Joint Venture (JV) agreement if applicable (with details on contributions, percentage participation, management, dispute resolution, etc.); proof of registration with CSD (Central Supplier Database) at National Treasury; no correction fluid; all corrections initialled; completion of entire tender document.
