Functionality threshold: Schedule 1 (Bidder's Relevant Project Experience) is scored out of 100 and a bid scoring below 60 points is disqualified and discarded. Poorly completed schedules, incomplete information or CVs lacking relevant experience detail lose points, and no second chance is given to submit information after closure.
80/20 preference points: 80 for price and 20 for specific goals — 5 points each for 51% or more women ownership, 51% or more youth ownership (18 to 35 years), enterprise located in Moqhaka Local Municipality, and a B-BBEE Level 1 or 2 contributor that is a QSE or EME. Proof (certified director IDs with CIPC documents, municipal bill or lease or local authority letter, valid B-BBEE certificate or sworn affidavit, full CSD report) must be submitted or the points are not claimed.
Disqualifying omissions: CSD registration and tax matters in order, verified through CSD, with preferred bidders given 7 days to rectify tax affairs before elimination; no correction fluid on the bill of quantities, pricing schedule, form of offer or total tender amount (corrections cancelled with a single stroke and initialled by the authorised signatory); no alternative tender offers; SBD 4 must be completed and signed; bidders or their directors must not appear on the Register of Tender Defaulters or the List of Restricted Suppliers; and sub-contracting more than 25% requires a valid SANAS-accredited B-BBEE certificate or a CSC000 sector code sworn affidavit for every proposed sub-contractor.
