Tenders must be submitted on the official tender document issued by the municipality. Envelopes must be clearly marked with the tender name and number. Submission is at the offices of Nquthu Municipality by 12h00 on the closing date. Late tenders will not be accepted. Tender documents may be collected during office hours (08h00 to 15h30 Monday to Thursday, 08h00 to 14h30 Friday) at Nquthu Municipal offices, 83/11 Mdlalose Street, Nquthu, Cashiers office, from Monday 24 August 2026. Each document is issued upon payment of a non-refundable fee of R460.00. The municipality does not accept cheques. Service providers must register on the municipality's database and on the CSD.

Tenders may only be submitted on the tender document that was issued. Requirements for sealing, addressing, delivery, openings and assessment are stated in the tender data. Nquthu Municipality requests all service providers to register in their database and CSD.

Evaluation uses the 80/20 principle as prescribed by the Preferential Procurement Policy Framework Act of 2022: price scores 80 points and specific goals score 20 points. The lowest acceptable price receives 80 points. Specific goals: Goal 1 – Ownership (max 10 points): business owned more than 50% by a black person scores 10; less than 50% scores 5. Goal 2 – RDP (max 10 points): enterprises located within Nquthu Municipal area score 10; Umzinyathi District Municipality score 6; Province of KwaZulu-Natal score 4; other provinces score 1. Verification documents for each goal are required as listed. The municipality is not obliged to accept the lowest or any bid; bids are adjudicated per the Council's Supply Chain Management Policy.

The tender is for the appointment of service providers to form a panel of contractors with CIDB grading designation 2GB or higher to assist with the implementation of grant funded projects for a period of three (3) years. The panel will be used for grant funded projects within the Nquthu Municipality area.

Tender document price: R460.00 per document, non-refundable. The municipality does not accept cheques. No other financial requirements are stated.
