Quotations must be submitted via eSubmission only. The following returnable documents are mandatory and must be completed and signed: SBD 1 (Invitation to Bid), SBD 3.1 (Pricing Schedule – firm prices only), SBD 4 (Declaration of Interest, for bids above R2,000), and SBD 6.1 (Preference Points Claim). A valid B-BBEE certificate or sworn affidavit (for EMEs/QSEs) is optional but required to claim preference points. Bidders must also submit a company profile demonstrating at least 3 years' experience in water treatment plants and chemical dosing systems, and a minimum of 3 signed reference letters or certificates of completion dated no earlier than August 2021, on the client's letterhead. Failure to submit any mandatory document will result in disqualification at Phase 1 (Administrative Compliance).

The RFQ is evaluated in three phases: Phase 1 – Administrative compliance (all returnable documents and schedules must be complete); Phase 2 – Specification evaluation and eligibility; Phase 3 – 80/20 preferential point system in terms of PPPR22, where 80 points are for price (VAT and all taxes included) and 20 points for specific goals (B-BBEE status level) as per SBD 6.1. Specific goals align with the B-BBEE Codes of Good Practice and the PPPFA, targeting persons historically disadvantaged by unfair discrimination on the basis of race, gender, or disability. Bidders must be CSD-registered to be considered for award.

The scope covers: (a) supply, installation, and commissioning of chemical dosing equipment (e.g., ORP, pH monitoring) at the SAAO Sutherland Telescope Plateau Water Purification plant; (b) supply and installation of chemical dosing equipment as required against measured parameters; (c) one on-site visit every second month for standard maintenance; (d) technical call-outs outside normal maintenance; (e) daily monitoring of plant processes with notification to SAAO personnel of non-compliant conditions; (f) SMS communication from two reservoirs to seven SAAO employees, including reservoir level interrogation and automatic low-level alerts; (g) one monthly written report of all measured and dosing parameters; (h) a signed Memorandum of Agreement/Service Level Agreement; and (i) commencement within 30 days of an official SAAO purchase order. Services must ensure the water treatment plant complies with SANS 241 specifications for 36 months. SAAO will use a SANAS-approved laboratory for water quality analysis per SANS 241 (2015).

Please note that SAAO will make use of a SANAS approved Laboratory to

perform a Water Quality Analysis according to SANS241 (2015) for general limits.

3. Evaluation process

5. Bidding conditions for this RFQ

The following conditions will apply to this request for quotations:

1. Price(s) quoted must be valid for at least (60) days from date of your offer.

2. Price(s) quoted must be inclusive of VAT, if applicable.

3. The bidder is required to submit:

a) Proof of B-BBEE Status Level of contributor, to claim points as per SBD 6.1

b) An EME is required to submit a sworn affidavit confirming their annual total revenue of

R10 million or less and level of black ownership to claim points as per SBD 6.1

c) A QSE is required to submit a sworn affidavit confirming their annual total revenue of

between R10 million and R50 million and level of black ownership or a B-BBEE level

verification certificate to claim points. As per SBD 6.1

4. No award will be made to a service provider who is not registered on CSD. To

register https://secure.csd.gov.za/.

5. Quotations equal to above R 2000 (VAT included) must be accompanied by the relevant

SBD documentation as per section 3 of this document for Quotations duly completed.

6. The successful provider will be the one scoring the highest points in the event of the

lowest bid being higher than R 2000. (VAT inclusive).

7. For goods/ services below R 2000 the successful bidder will be one with cheapest

acceptable quotation.

8. SAAO reserves the right to withdraw any invitation to quote and/or to re-advertise or to

accept a part of it. SAAO does not bind itself to accepting the lowest quotation.

9. This request for quotations is subject to the National Treasury General Conditions of

Contract (GCC) and, if applicable, any other special conditions of contract.

10. Payment terms is within 30 days from date of receipt of invoice and when goods

have been delivered. (No Pre- Payment allowed).

The pricing schedule (SBD 3.1) must be completed with unit prices for each year (1–3) and a total, including VAT at 15%. Payment terms: 30 days from receipt of invoice and delivery of goods; no pre-payment. A separate pricing schedule is required for each delivery point if applicable. The offer must remain valid for 60 days from the closing date.
