Evaluation split: 80/20 preference point system.

• Price: 80 points. Lowest acceptable price scores 80 points.
• Specific goals: 20 points, awarded as follows:
• Ownership by HDIs (51%+): 6 points.
• Ownership by Women (51%+): 4 points.
• Ownership by Youth (51%+): 4 points.
• Ownership by PwD (51%+): 2 points.
• B-BBEE Status Level 1-4: 2 points.
• RDP Goals - Promotion of SMMEs: 2 points.

Additional conditions:

• Only bidders that claim specific goals are considered for the 20 specific-goal points.
• If proof/documentation for claimed specific goals is not submitted with the bid, those points are not awarded.
• The ARC reserves the right to conduct due diligence and to benchmark prices.
• The 80/20 system applies to quotations valued from R2,000.00 up to below R50,000,000.00 (VAT inclusive).

• SANAS Validation & Repairs of Class II Biosafety cabinet, SN: 17080 - 1 unit.
• SANAS Validation of Uni-Directional Flow Benches (Laminar flow), SN: 16971, PCR1809099 & 09822 - 3 units.
• SANAS Validation of UV workstation, SN: 19793 - 1 unit.

Warranty:

• Clearly state the warranty period and extent for the goods/services quoted.
• For services, submit documentation of relevant experience.

Pricing format:

• Prices in South African Rand, inclusive of VAT and all costs (delivery, insurance, taxes).
• No price adjustments or amendments to delivery particulars will be considered.
• Quotations must state validity period and delivery date.
• The 80/20 preference point system applies to quotations with a rand value from R2,000.00 up to below R50,000,000.00 (including VAT).

Mandatory accreditations and registrations:

• SANAS accreditation (as a special condition).
• Central Supplier Database (CSD) registration - mandatory; include CSD registration number and full CSD report.

The equipment to be validated includes Class II biosafety cabinets, laminar flow benches and a UV workstation, which require SANAS-accredited decontamination and validation procedures. No additional health and safety requirements are stated.

General conditions:

• National Treasury General Conditions of Contract and the ARC Supply Chain Management code of conduct apply.
• Goods/services will only be supplied upon receipt of a purchase order from the ARC.
• The bidder accepts full responsibility for proper execution and fulfilment of the quoted goods/services.
• The ARC may accept or reject any special terms and conditions attached to the quotation.
• No price adjustments or amendments will be considered.
• The ARC may conduct due diligence and benchmark prices.
• Quotations must indicate validity period and delivery date.

Additional evaluation notes:

• Only bidders claiming specific goals are considered for the 20 specific-goal points.
• The specific-goals table allocates points as follows (80/20 system): HDIs 51%+ (6), Women 51%+ (4), Youth 51%+ (4), PwD 51%+ (2), B-BBEE Level 1-4 (2), SMME promotion (2).
• Failure to submit proof of claimed goals results in those points not being awarded.
