The ngaka modiri molema district municipality is establishing a panel of town and regional planning consultancies to deliver professional planning services on an as-and-when-required basis for a period not exceeding 36 months, serving the district and its five local municipalities of mahikeng, ditsobotla, ramotshere moiloa, ratlou and tswaing. Assignments cover spatial development framework reviews, precinct plans, land use schemes, land development applications and business plans to access development grants. Bidders must field a multi-disciplinary team led by a sacplan-registered professional town & regional planner and score at least 110 of the 140 functionality points before price is considered. The functionality threshold is the decisive risk: bids scoring below 110 are non-responsive, and the professional registrations of the team carry 110 of those 140 points.
Closing: 04 December 2026 at 11:00 — a sealed envelope marked with the tender description must be deposited in the bid box at Ngaka Modiri Molema District Municipality, Cnr Carrington and 1st Avenue, Industrial Sites, Mahikeng; late bids are rejected and bids are opened in public. A virtual briefing registration form is included in the bid pack.
Functionality threshold: minimum 110 of 140 points; a lower score makes the bid non-responsive and price is never evaluated. Track record carries 30 points (6 or more qualifying projects scores full marks) and the professional team carries 110.
Team composition: the Project Manager must be a Professional Town & Regional Planner registered with SACPLAN, and the team must include a SAGC land surveyor, a SACNASP or EAPASA environmentalist, a SACNASP geologist, a SAGC GISc specialist, an admitted notary and conveyancing attorney with a Fidelity Fund certificate, a SACAP architect and an ECSA engineer.
Preference points: 80/20 system — 80 points for price and 20 for specific goals, but the specific goals table is marked N/A; points are claimed on MBD 6.1 and unsubstantiated claims score nothing.
Compulsory USB: a soft copy of the entire bid, including all returnable documents, must be submitted on a USB drive.
Municipal accounts: rates and taxes statements for every director and for the company, not older than three months before closing and matching the CSD address; awards are withheld from bidders owing municipal rates and taxes for more than 90 days at closing.
Financial and compliance evidence: three years of audited annual financial statements (or independently reviewed statements where audit is not legally required), CSD registration, a SARS Tax Compliance Status PIN or CSD number, and certified copies dated within three months — black ink only, no tippex or pencil, and no copies of certified copies.
