3.1.1 General Office Maintenance Services - Handyman
3.1.2 Electrician Services and

The services will be required on an as-and-when-required basis for a period of six (06)
months to address minor and major repairs, maintenance, handyman, plumbing and
electrician requirements within EWSETA offices.
The appointed service provider will be responsible for attending to various maintenance
requests, including but not limited to:
3.2.1 General Office Maintenance and Handyman Services
Repair, maintenance and replacement of components of damaged office
furniture, including broken tables, desks, chairs, kitchen units, cupboards,
drawers, handles and related fittings.
Relocation and rearrangement of office furniture, including moving damaged
or functional tables between boardrooms, offices and storage areas.
Repair, removal, replacement, tightening and maintenance of office fixtures,
including glass and wooden door handles, hinges, locks, screws, bolts,
fasteners on furniture and other fittings.
General handyman services required to maintain a safe, functional and
presentable office environment.
Minor and major repairs and maintenance of office appliances, including
refrigerators, microwaves and other small office equipment, where
applicable.
3.2.2 Electrical Services
Provision of qualified electrical support services for minor and major
electrical repairs.
Electrical fault finding and troubleshooting.
Repair and maintenance of electrical fittings and installations, where
applicable.
Replacement of light bulbs and other minor electrical components.
Identification and rectification of electrical faults affecting the safe and
normal operation of the office premises.
Emergency electrical response where required.
3.2.3 Plumbing Services
Repair, maintenance and replacement of taps, mixers, sinks, basins,
cisterns, pipes, valves, drains and other plumbing fittings.
Identification and repair of plumbing leaks, blockages, burst pipes and other
plumbing faults affecting the office premises.
Repair and maintenance of kitchen plumbing fixtures, including connections,
drainage systems and associated fittings.
Replacement of damaged or defective plumbing components and fittings,
where required.
Plumbing fault finding and emergency response to water leaks, blockages
and other plumbing-related issues.
The service provider must have access to suitably qualified and competent handyman, electrician and
plumbing personnel and must be able to respond to all maintenance requests within 24 hours.
Any other related maintenance activities required by EWSETA from time to time.

Monitoring progress of service
The EWSETA shall monitor and evaluate the progress of the service delivery as per the
deliverables outlined in the Service Level Agreement (SLA).
Independence, confidentiality and objectivity of staff
In carrying out the services, the Service Provider must ensure that its placed resources maintain
objectivity by remaining independent of the activities they execute. The resources will also be
expected to adhere to the confidentiality requirements throughout the project and will be
required to attest to this through agreeing to the confidentiality clause in the EWSETA SLA.
Furthermore, all resources are expected to uphold the highest ethical standards in the execution
of their duties. This includes demonstrating integrity, fairness, transparency, and professional
conduct at all times, consistent with the principles of good governance and ethical business
practice. Any breach of these standards will be regarded as a serious violation of the terms of
engagement.
Duration of services/work
This project will be implemented over a period of six (6) months on an as-and-when
required basis. The appointed service provider(s) will be required to provide the required
maintenance services for the duration of the contract. The contract may be terminated by
either party upon providing 30 days’ written notice to the other party.

4.4.1 Pricing Schedule– Standard Maintenance Services
Normal working hours shall mean the standard hours during which EWSETA requires routine
maintenance services, as communicated to the appointed service provider.
Emergency services refer to urgent maintenance requirements that require immediate attention to
prevent or minimise risk to persons, property, operations or EWSETA facilities.
Emergency after-hours services shall apply only to services required after normal working hours,
on weekends and on public holidays.
The applicable call-out fee shall cover the service provider's mobilisation, travel and attendance at
the EWSETA premises. Any additional labour required after attendance shall be charged at the
applicable hourly rate in the relevant pricing schedule, subject to prior approval by EWSETA.
Materials, replacement parts and components are not included in the hourly or call-out rates, unless
specifically stated otherwise. Such costs must be approved by EWSETA before procurement or
installation.
Bidders must provide a rate for every item listed in the pricing schedule. Bidders may not leave
any applicable rate blank.
The rates submitted shall remain valid for the duration of the contract, subject to the terms and
conditions of the RFQ and any approved price adjustments, where applicable.
EWSETA does not guarantee any minimum quantity of work or expenditure against any item in the
pricing schedule. Services will be requested as and when required.
*NB The pricing schedule is compulsory and failure to complete same in prescribed method above, and
also on a separate company letterhead without alterations may result in disqualification of the bid

4.3.4 Bidders are required to submit original and valid B-BBEE Status Level Verification Certificates
or certified copies thereof together with their bids, to substantiate their B-BBEE rating claims.
4.3.5 A tenderer failing to submit proof of B-BBEE status level of contributor or is a non-compliant
contributor to B-BBEE may not be disqualified but may only score point out of 80 for price;
and scores 0 points out of 20 for B-BBEE.
4.3.6 A trust, consortium or joint venture must submit a consolidated B-BBEE Status Level

4.3.7 A bidder will not be awarded points for B-BBEE status level if it is indicated in the bid
documents that such a bidder intends sub-contracting more than 25% of the value of the

brand, supply and deliver all the items according to the specification. All submissions will be regarded
in a fair manner in terms of evaluation criteria and process. The evaluation will be in accordance with
EWSETA’s SCM Policy, and the Preferential Procurement Regulations 2022 issued in terms of the
Preferential Procurement Policy Framework Act (Act No. ), whereby the 80/20 preference point
system will be applied to evaluate the received proposals. A total of 80 points will be allocated on price
and 20 points on specific goals, using SBD 6.1 to claim the points.
The RFQ will be evaluated in three (03) stages as follows

4.2 Stage 2: technical / functionality evaluation
An assessment of functionality will be based on the evaluation criteria noted in the table below. The
minimum qualifying score for functionality is 70 points. All bids that fail to achieve the minimum
qualifying score on functionality shall not be considered for further evaluation of Price and Specific
Goals. Each of the evaluation criteria in the table will carry a weighting as indicated, and the bidder
will be required to score a minimum of 70 points (out of the 100 points), i.e. 70%, for Functionality in
order to qualify to proceed to the next stage of the evaluation process.
4.2.1 Evaluation criteria
The service provider is to meet the criteria below which is applicable to the bid to be submitted to
EWSETA. Each of the evaluation criteria in the table will carry a weighting as indicated, and the
bidder will be required to score a minimum of 70 points (out of the 100 points), i.e. 70%, for
Functionality in order to qualify to proceed to the next stage of the evaluation process.

Pricing Notes
Normal working hours shall mean the standard hours during which EWSETA requires routine
maintenance services, as communicated to the appointed service provider.
Emergency services refer to urgent maintenance requirements that require immediate attention to
prevent or minimise risk to persons, property, operations or EWSETA facilities.
Emergency after-hours services shall apply only to services required after normal working hours,
on weekends and on public holidays.
The applicable call-out fee shall cover the service provider's mobilisation, travel and attendance at
the EWSETA premises. Any additional labour required after attendance shall be charged at the
applicable hourly rate in the relevant pricing schedule, subject to prior approval by EWSETA.
Materials, replacement parts and components are not included in the hourly or call-out rates, unless
specifically stated otherwise. Such costs must be approved by EWSETA before procurement or
installation.
Bidders must provide a rate for every item listed in the pricing schedule. Bidders may not leave
any applicable rate blank.
The rates submitted shall remain valid for the duration of the contract, subject to the terms and
conditions of the RFQ and any approved price adjustments, where applicable.
EWSETA does not guarantee any minimum quantity of work or expenditure against any item in the
pricing schedule. Services will be requested as and when required.
*NB The pricing schedule is compulsory and failure to complete same in prescribed method above, and
also on a separate company letterhead without alterations may result in disqualification of the bid
during the financial evaluation process. Only firm prices will be accepted. Non-firm prices (including
prices subject to rates of exchange variations) will not be considered

Notes to bidders
Outlined below are basic requirements that each bid must comply with. Failure of any bid to meet any or
all of these requirements may disqualify such a bid from the evaluation process:
5.1 Prospective bidders must ensure that their tax matters are in order in line with the Treasury
Regulations and reflected accordingly on CSD. It is therefore a condition of this bid that the tax
matters of the bidder be in order at the time of award. Failure of the bidder for not complying with
their tax matters at the time of award will result in the bidder being disqualified.
5.2 The EWSETA will not be liable to reimburse any costs incurred by applicants in preparing their
proposals.
5.3 Bids received late shall not be considered under any circumstances. A bid will be considered late if
it arrives after 13:00 o’clock on/after the closing date.
5.4 EWSETA does not bind itself into making an appointment from proposals and offers received.
5.5 The lowest price or any quotation will not necessarily be accepted, and EWSETA reserves the right
to accept the whole or any portion of a quotation.
5.6 EWSETA reserves the right, at its sole discretion, to cancel this request for proposals,
presentations and price or not to make any appointment at all.
5.7 EWSETA will not make upfront payments.
5.8 A successful bidder must undertake to abide by the confidentiality undertakings contained in the
agreement to be concluded.
5.9 The successful bidder will be informed of the outcome. A contract will only be deemed to be
concluded when reduced to writing and signed by the designated responsible person of both
parties (duly authorised). The responsible person designated of the EWSETA is the Chief
Executive Officer or her/his written authorised delegate.
5.10 A probation period of 30 days will apply to the agreement and a penalty regime system in the
maintenance addressing recourse by the supplier or EWSETA will be implemented.
5.11 Please note that any plagiarism of any sort contained within any bid, or any other documents
submitted to the EWSETA by any bidder will result in the disqualification of the respective bidder
and may potentially have legal ramifications.
5.12 EWSETA may request clarification or further information regarding any aspect of the bidder. The
bidder must provide the requested information within forty-eight (48) hours after the request has
been made; otherwise, the bidder may be disqualified.
5.13 Nothing as stipulated in these Terms of Reference may be amended without the written
confirmation of the Chief Executive Officer of EWSETA or his/her delegated authority.
5.14 Any possible staff changes during the course of the engagement must be done in consultation and
approval of the EWSETA.
