Specific goals

• Local supplier adjacent to SANParks operations, based within the Eden District Municipality: 10 points. Proof: municipal rates bill in the bidder's or a director's name, or a local municipality letter confirming the business address, or a signed valid lease with proof of the latest rental payment — all not older than three months. The address must be where the business operates.
• B-BBEE procurement recognition: up to 10 points — Level 1 = 10, Level 2 = 8, Level 3 = 6, Level 4 = 5. Proof: valid B-BBEE certificate from a SANAS-accredited verification agency, or a valid CIPC or dtic sworn affidavit.
• Preference points not claimed with the required proof are not awarded.

Mandatory requirement (pass/fail)

• The bidder must be an authorised agent of iWeather and Davis, with proof of certification attached. Failure to provide proof results in disqualification.

Administrative compliance

• SBD 1, the completed pricing schedule and SBD 4 are compulsory; non-submission disqualifies.
• SBD 6.1 and B-BBEE proof are required only to claim preference points.

Award

• SANParks recommends the bidder who has quoted on all items in the RFQ, subject to full administrative compliance.
• SANParks may award in full or in part, award to more than one bidder, decline to award, re-advertise if fewer than three written quotations are received, or not award to the highest-scoring bidder or to bidders who previously failed to deliver or performed poorly.

Scope

• Repairs, maintenance, supply and installation of weather stations at the Wilderness section of the Garden Route National Park, over five years.
• SANParks runs eight internet-based weather stations providing live data with online login; the number may grow as funding allows. The stations form part of the Park Management Risk Management system used for flood and fire risk decisions, so fast repairs and minimal loss of data are critical.

Services required over the five-year period

• Annual airtime subscription for the weather stations, paid by the service provider.
• Repairs, including parts; proof of the cost of parts must accompany invoices for repairs and parts.
• Labour for repairs carried out at the service provider's workshop, charged at an hourly rate.
• Telephonic availability to assist SANParks with infield problem solving.
• Supply of automated weather stations as required, on approval.
• Installation of new weather stations as required, on approval.
• SANParks carries out repairs and routine maintenance in the field; infield services are not required from the contractor.

Weather station specification

• VIF weather station measuring wind, temperature, rainfall and pressure, solar powered, with modem and battery included.
• Vital Weather subscription.
• Mounting tripod; brackets for solar radiation and UV sensors.
• Built-in UMTS/HSPA/GSM/GPRS/EDGE quadband modem.
• Two-watt solar panel (6–8 V); lithium-ion battery 2.6–3 A, 18650.
• Wind speed and direction sensor with no electrical contacts.
• Combined temperature and humidity sensor with integrated solar radiation shield.
• Built-in digital high-accuracy barometric pressure sensor.
• Davis rain collector cone with aerodynamic shape, locking debris screen, finger grips and bird spikes; 0.20 mm incremental rain gauge.
• Power consumption 3.3–4.2 V, under 3 mA average.
• Data inputs: four RJ12 ports (solar panel, wind, auxiliary, rain); SDI-12 three-pin port for soil temperature and moisture probes.
• Wind speeds sampled for 60–90 seconds before each upload interval.
• Manufactured using current 3D printing technology and materials.
• Upload interval of 10 minutes to the iWeathar online server; during heavy rainfall above 16 mm the interval shortens to 3 minutes for flood warnings.

Pricing schedule (14 line items, quantity 1 each)

• Annual airtime subscription for a weather station.
• Mark-up on weather station parts — 20%.
• Transport cost per return trip to each of nine sites: Buffelskop, Corneliuskop, Farleigh, Goudveld, Touw Upper, Touw Ebb & Flow, Rondevlei, Knysna and Addo.
• Labour rate per hour.
• Supply and delivery of automated weather stations to specification.
• Installation of automated weather stations to specification.
• Totals required: total excluding VAT, VAT at 15%, and total including VAT.
• Annual escalation for years 2 to 5 is based on CPI.

Payment

• Payment is made in line with the PFMA, within 30 days of receipt of invoice, after delivery of goods.

Other

• Bid validity: 90 days from the closing date.

Registration and tax

• Bidders must be registered on National Treasury's Central Supplier Database (CSD) before submitting, and must attach proof of registration. CSD registration is required for award eligibility.
• A SARS tax compliance status PIN or a printed TCS certificate must be submitted. If no PIN is available but the bidder is registered on the CSD, the CSD number must be provided.
• Consortia, joint ventures and sub-contractors must each submit a separate TCS certificate, PIN or CSD number.

Mandatory eligibility

• The bidder must be an authorised agent of iWeather and Davis, with proof of certification attached. No proof means disqualification.

B-bbee

• A valid B-BBEE certificate from a SANAS-accredited verification agency, or a valid CIPC or dtic sworn affidavit, is required to claim preference points.
• B-BBEE levels recognised for points: Level 1 to Level 4.

Disqualification risks

• Bidders, or their directors, members or controlling shareholders, who are employed by the state may not bid.
• Bidders listed on the Register for Tender Defaulters or the List of Restricted Suppliers are automatically disqualified.
• Non-submission of SBD 1, the completed pricing schedule or SBD 4 disqualifies the bid.
• Late bids, and bids sent to any email address other than [email protected], are not considered.
• Bidders may not contact SANParks staff other than the officials named in SBD 1 or in the RFQ.
