Xhariep district municipality requires a service provider to licence, host, support, maintain and continuously enhance a national treasury-approved mscoa-compliant financial management system for three years, covering implementation and data migration, the full module set (procurement and supplier payments, budget control, general ledger, cash book and bank reconciliation, billing and receivables, asset and inventory management, grants, payroll and HR, MFMA section 71/72 and treasury reporting, and annual financial statements), interfaces to other municipal systems, user training and skills transfer, and monthly support under a service level agreement. The system must run on a cloud environment owned by the municipality and be handed over at the end of the contract, with uninterrupted service during the transition from the current contract. Bids are evaluated in two stages: functionality out of 100 points, where a minimum of 70% is required just to proceed, followed by price (80 points) and specific goals (20 points) under the 80/20 preference point system. Price and specific goals — the 80/20 system applies: 80 points for price and 20 points for specific goals, made up of women owned (10 points) and black owned (10 points, banded 81–100% = 10, 51–80% = 8, 01–50% = 6, 0% = 0). An identity document, company registration or share certificate must be attached with the bid, otherwise the specific-goals points are not claimed.
Mandatory registrations and clearances — proof of Central Supplier Database registration, a SARS Tax Compliance Status pin (or CSD number where no TCS exists), and municipal rates and taxes proof not older than 90 days or a lease agreement must accompany the bid. Each party to a consortium, joint venture or sub-contracting arrangement must submit its own tax compliance certificate, pin or CSD number, and no bid will be considered from a person in the service of the state.
Forms and document discipline — MBD 1, 3.1, 4, 5, 6.1, 7.2, 8 and 9 must be fully completed and signed, every page of the General Conditions of Contract must be initialled, the bid must be in a sealed envelope stating the reference number, and no correction fluid may be used. CVs and supporting documents are subject to verification, and incomplete or unsigned forms lead to rejection.
Pricing and financial capacity — only firm prices are accepted (no exchange-rate variation), the offer must remain valid for 90 days from closing, all delivery costs must be included, and pricing must separate once-off implementation, 36-month recurring licensing, hosting, maintenance and support, optional hourly or daily services, with VAT at 15% added. MBD 5 applies to procurement above R10 million including taxes, requiring audited annual financial statements for the past three years where the bidder is legally required to have them audited. The bid document costs R550.00 non-refundable in cash, or is free on the National Treasury e-tender portal.
Service conditions — the system must be hosted on a cloud environment owned by the Municipality and handed over at contract end, all master data and balances migrated from the existing system, users trained with hands-on skills transfer so they can operate independently after the contract, monthly Section 71 reconciliations and Treasury query assistance provided under an SLA, and the municipal IT security password rules followed (minimum six characters with letters, numbers and special characters, logout after three failed attempts, hibernation after three minutes, monthly password change with no reuse).
