The council for medical schemes requires an outsourced internal audit function for three years, reporting administratively to the accounting officer and functionally to the audit and risk committee. The appointed firm must deliver a rolling three-year strategic audit plan, annual plans, combined assurance planning, quarterly arc reporting, and audits covering ICT, cybersecurity, performance information, financial controls, procurement, probity and fraud detection, working to the global internal audit standards. Bids are evaluated in four phases, with a 75/100 minimum on technical capability before price and specific goals are scored on an 80/20 basis. The decisive bidder risk is the compulsory hybrid briefing on 13 november 2026 at 11:00, where non-attendance is automatic disqualification, alongside the requirement for two public-sector internal audit testimony letters issued within five years.
Compulsory hybrid briefing: 13 November 2026 at 11:00 at Block A, Eco Glades 2 Office Park, 420 Witch-Hazel Avenue, Eco Park, Centurion, 0157 or online; RSVP by 12 November 2026 to [email protected]; non-attendance is automatic disqualification.
Closing and submission: 30 November 2026 at 11:00 in the CMS Tender Box at the same address; faxed and emailed bids are rejected; submit one signed original, two hard copies and a USB, with every page initialled.
Mandatory pass/fail evidence: at least two public-sector internal audit testimony letters issued within five years on client letterhead with website, organisation name, contact person and details; audited financial statements for the past three years; valid professional registration certificates or letters of good standing for the Engagement Leader/Director (CA (SA) or CIA), Senior Audit Manager/Audit Manager and Senior Auditor (SAICA, SAIGA or IIA) and ICT Auditor (ISACA).
Technical threshold: minimum 75 of 100 points on functional criteria before price is considered; scoring covers methodology (40), IIA-accredited external quality assurance reviews (15) and team experience and qualifications (45), with certified qualifications not older than six months.
Price and specific goals: 80 points for price on consolidated hourly rates and estimated hours in SBD 3.3, inclusive of overheads and VAT, with firm prices only; 20 points for specific goals claimed on a completed and signed SBD 6.1, supported by certified IDs, B-BBEE certificate or sworn affidavit, CIPC documents and medical proof for disability ownership.
Pricing confidentiality: place the pricing schedule in a separate sealed envelope marked "Envelope 2 – Pricing Proposal"; pricing disclosed anywhere else in the proposal or on the cover is a disqualification risk.
Registration and disclosure: CSD registration confirmation and SARS tax compliance status PIN or TCS certificate must accompany the bid; disclose all relationships with CMS-regulated entities in Annexure K; the successful bidder must maintain its B-BBEE status and provide a renewed tax clearance certificate on expiry.
