Purpose: two cycling activation events for the City of Johannesburg's Transport Department, encouraging residents to cycle and use the existing cycle lane network. The first event is in October 2026 and the second in 2027. Attendance of 600+ guests, stakeholders and participants is expected.

Service provider duties

• Design artwork, layout and graphic elements.
• Produce to the stated quantity and quality and deliver on time.

Deliverables per event (x2 events)

• Security certificate approved by SASRIA (compulsory).
• Draft security plan, site inspection and presentation of the plan at the JOC.
• 30 security personnel overseeing the safety of marshals, equipped with communication radios.
• 40 marshals recruited from the region where the event is held; they assist with traffic control and safety during the cycle ride and games, are posted as required, are paid by the service provider immediately at the end of the event at an EPWP rate, and must also remove litter and help remove furniture (gazebos, banners, chairs, tables).
• Medical plan for the day, ambulance and medical team on site, plus an escort car behind the cyclists.
• 4 unisex and 1 disabled flushable toilets with basin and tissues.
• 10 000 x 20g water sachets; 600 x 250ml bottled water; 600 x 500ml energy drinks; 600 energy bars.
• 50 A1 posters converted from an internally finalised A5 design, produced on corex board to withstand two weeks of harsh rainy weather, mounted on street poles two weeks before the event and removed within two days after.
• Adreach: permission to mount posters on street poles must be secured from the relevant City agent.
• 2 backdrops, black and white.
• Cable ties: 200 x 300mm x 4.8mm, 200 x 400mm x 7.2mm, 200 x 200mm x 4.8mm.
• Audio hire: a generator able to power the sound and start balloon simultaneously, and a sound system with 2 speakers and a roving microphone audible to a crowd of more than 500 people.
• 2 000 CoJ-branded medals with ribbons (colours to be advised).
• 500 UV arm sleeves.

• A security certificate approved by SASRIA is compulsory.
• The security plan must be drafted, the site inspected and the plan presented at the JOC for each event.
• 30 security personnel must oversee the safety of marshals and carry communication radio equipment.
• 40 marshals must be drawn from the region where the event is held and must assist with traffic control and safety during the cycle ride and games.
• A medical plan for the day is required, with an ambulance, a medical team on site and an escort car behind the cyclists.
• Samples of some items will be requested from shortlisted suppliers.

Prices must be quoted in South African rand, exclusive of VAT, and must be firm — subject only to statutory changes in VAT and customs/excise levies. Delivery charges must be included and the successful bidder must provide labour for off-loading and delivery. No price increases will be considered and no price changes are allowed after the closing time. Prices must remain firm for 30 days.

Other financial conditions

• No bid security or performance guarantee is stated.
• Where prices are based on the exchange rate, the successful bidder must obtain forward exchange rate cover and provide proof within 14 days of the order being placed; without that proof the contract price adjustment will not be accepted and the contract may be cancelled.

Registration

Tax

• Submit a valid tax clearance certificate or the company's SARS PIN with the quotation.
• If it is not submitted, the City may request it within 7 days of notification after closure and before award; no contract may be awarded without it.
• Each party to a consortium or joint venture must submit a separate tax clearance certificate or SARS PIN.

B-bbee

• The City deals only with entities complying with the Codes of Good Practice on B-BBEE.
• Submit a certified copy of a B-BBEE certificate or a sworn affidavit.
• Preference points: 10 points for a business owned by 51% or more Black Youth; 10 points for an enterprise located within the City of Johannesburg Metropolitan Municipality.

Municipal accounts

• Municipal rates, taxes and service charges owed by the bidder or any director to any municipality must not be in arrears for more than three months; a bid will be rejected if they are.

• The successful bidder must comply with the Occupational Health and Safety Act, 1993 and its regulations.
• The bidder must enter into an Article of Agreement in terms of the Act (Form I) with the City of Johannesburg.
• Under that agreement the contractor must familiarise its officials and employees with the Act and regulations and comply fully with all duties, obligations and prohibitions.
• The contractor accepts sole liability for that compliance.
• Duly authorised City officials may inspect the contractor's sites, premises and records and may remedy any default at the contractor's cost.
• The contractor must report to the City immediately any investigation, complaint or criminal charge arising from the work.

• Quotations remain open for acceptance for 30 days from lodgement and may be accepted at any time in that period.
• All purchases are made through an official purchase order; no delivery or service may take place before an order is issued and accepted.
• Accepted orders must be executed strictly in line with the accepted specification and within the quoted delivery period.
• Where prices depend on the exchange rate, the successful bidder must take out forward exchange rate cover and provide proof within 14 days of the order being placed; without that proof the price adjustment will not be accepted and the contract may be cancelled.
• Copyright in documents produced, and patent rights or ownership in any plant, machinery, system or process designed during the service, vest in the Municipality.
