• Bid pricing schedule in the provided Excel spreadsheet format only; any other format will not be considered.
• Completed 80/20 preference point claim with supporting evidence (B-BBEE certificate/affidavit, ID copies, medical certificate for disability claims).
• Company profile and contingency plan for unrest, industrial action, absenteeism.

Disqualification risks:

• Late submission (after 11:00 on 22 September 2026).

• Failure to accept all Special Conditions of Contract.
• Failure to provide required substantiating evidence for mandatory technical requirements.
• Sub-contracting (not allowed).
• Fronting indicators established during evaluation.
• Incomplete reference letters or Table 11.
• Pricing schedule submitted in a format other than the provided Excel spreadsheet.

Five-stage evaluation; a bidder must pass each stage to proceed:

Stage 1 — Mandatory Administrative Responsiveness:

• CSD registration (National Treasury Central Supplier Database).
• Attendance at non-compulsory virtual briefing session (08 September 2026, 11:00) — sign attendance register with same company/representative details as bid response; for JV/consortium at least one party must attend.
• Completion and submission of all SBD forms per Invitation to Bid.
• Compliance with all Technical Mandatory Requirements (Stage 2) — substantiating evidence with unique reference numbers.

Stage 2 — Technical Mandatory Requirements (all must be met):

• Registered member of eWASA, SAWPA, IWMSA or other recognised waste disposal institution (valid certificate/licence/membership card on letterhead).
• Proof of landfill site ownership/registration or valid disposal agreement (certificate/agreement on letterhead with site address, owner name, issue/expiry dates).
• Minimum two reference letters/Table 11 entries for waste skip and collection services in past five years (on referee letterhead with required details).
• Acceptance of all Special Conditions of Contract (signed declaration).

Stage 3 — Technical Proof of Concept (Site Visit / Visual Inspection):

• Only bidders passing Stages 1 and 2 proceed.
• Demonstration of full waste management offering during SITA site visit.
• Two weighted criteria (total 100%):

1. 6m³ waste skips availability — 50% weight. Minimum 5 skips on site for inspection (0 = <5, 3 = 5, 5 = >5).
2. Waste skip transportation vehicles availability — 50% weight. Minimum 2 vehicles on site with registration certificates in bidder's name or valid lease agreements (0 = <2, 3 = 2, 5 = >2).

• Minimum threshold: overall score ≥ 60% AND ≥ 60% for each individual requirement section; failure disqualifies.

Stage 4 — Special Conditions of Contract Verification:

• Bidder must accept all SCC (signed declaration). SITA reserves right to negotiate, disqualify for non-acceptance, award to multiple bidders, partial award, or not award.
• Counter conditions by bidder may invalidate bid.

Stage 5 — Costing and Preference Points Evaluation (80/20 system):

• Price: 80 points (total VAT-inclusive ZAR price for full scope, all-inclusive).
• Preference points for specific goals: 20 points (B-BBEE contributor level plus black/woman/youth/disability ownership per Table 10).
• Bidder must complete 80/20 claim and submit proof; failure to submit proof means points not claimed.
• Preference commitments legally binding for contract duration; annual status report due within 30 days of contract anniversary; 1% penalty of prior year annual spend for non-compliance.
• SITA reserves right to negotiate pricing with successful bidder prior to award.

Scope: Provide waste skips and weekly waste collection services at four SITA Gauteng buildings for five years (60 months).

Skip quantities per building: Erasmuskloof — 2 skips; Centurion — 2 skips; Numerus — 1 skip; Beta — 1 skip (6m³ each).

Ad hoc additional skips: up to 30 additional skips over the 5-year contract period as and when required.

Service frequency: weekly collection per building; ad hoc collections as requested.

Service hours: Monday to Friday, 08:30–14:30 (with prior arrangement).

Placement of skips within 10 working days of official order.

No partial deliveries accepted; price and quality/size fixed.

Monthly progress review meetings; ad hoc meetings as requested.

Monthly/ad hoc inspection of skips and vehicles; completion certificate and job card signed by Soft Services Supervisor, service provider and SITA security.

Compliance with all relevant employment legislation, bargaining council agreements, UIF, PAYE.

COIDA certificate required.

Record sheets, job cards, history reports stored for contract duration and submitted monthly; incomplete records lead to immediate contract cancellation.

Staff files (time registers, vetting, CVs, medical reports) available for inspection; all staff must undergo SITA vetting clearance; only South African citizens permitted on premises (some buildings are National Key Points).

Liability cover proof required on appointment; supplier responsible for repair/replacement of any SITA property damaged during service.

Skips and reusable wastepaper bags remain supplier property.

Account Manager (not full-time) required; contact details for Contract Manager and supervisors to be supplied.

Vehicles/equipment provided by supplier; supplier responsible for availability, maintenance and hygiene.

Contingency plan required for unrest, industrial action, absenteeism.

Regulatory compliance: ISO/IEC General Quality Standards, ISO 27001, POPIA, Government Minimum Interoperability Standards (MIOS), Occupational Health and Safety Act 85 of 1993, National Environmental Management: Waste Act 59 of 2008.

Company security screening by State Security Agency may be required (company registration, director IDs, tax clearance).

Individual security suitability checks and security clearances (Confidential/Secret/Top Secret) may be required for personnel.

Confidentiality and non-disclosure agreement to be signed before contract commencement.

Business continuity and disaster recovery plans required.

Supplier due diligence (pre-announced/non-announced site visits) may be conducted at any time.

Sub-contracting not allowed.

Fronting prohibited; investigations may lead to bid/contract invalidation and restriction from public sector business for up to 10 years.

Pricing: total VAT-inclusive price in South African Rand (ZAR) for entire scope; all costs (delivery, labour, S&T, overtime, accessories, upgrades, options) included in quoted price.

Pricing schedule: must be completed in the provided Excel spreadsheet format only; other formats not considered.

Price and preference evaluation: 80/20 system (80 price, 20 specific goals) applicable for requirements up to R50 million (all taxes included).

SITA reserves right to negotiate pricing with successful bidder prior to award and on envisaged quantities.

Bidder must complete Declaration of Acceptance of Costing and Pricing Conditions (mark ACCEPT ALL or DO NOT ACCEPT ALL with reasons); failure to accept all leads to disqualification.

Proof of liability insurance cover required on appointment.

Proof of sufficient insurance cover at supplier's expense against claims, costs, loss/damage for contract duration.

Invoicing: invoices, credit notes, delivery notes and statements to SITA Centurion with supplier name/contact/address, invoice/completion certificate, date, BPA number, VAT registration number, recipient name/address, recipient and supplier signatures.

Preference commitments legally binding; annual preference status report due within 30 days of contract anniversary; 1% penalty of prior year annual spend for non-compliance with preference undertakings.

Mandatory compliance requirements:

• CSD registration (National Treasury Central Supplier Database) per Instruction Note 4A of 2016/17; JV/consortium partners must each be registered.
• Valid tax clearance certificate / SARS tax compliance status PIN.
• B-BBEE certificate (SANAS-accredited) or sworn affidavit (CIPC format for EMEs/QSEs) to claim preference points; CIPC registration documents also used as evidence.
• Membership of recognised waste management association: eWASA, SAWPA, IWMSA or other recognised institution (valid certificate/licence/membership card on letterhead with regulator name, bidder name, issue/expiry dates).
• Landfill site compliance: proof of ownership/registration of disposal site OR valid agreement with site owner OR certificate of another company/municipal site (on letterhead with physical address, owner name, issue/expiry dates).
• Occupational Health and Safety Act 85 of 1993 compliance; COIDA certificate from Department of Labour.
• National Environmental Management: Waste Act 59 of 2008 compliance.
• ISO/IEC General Quality Standards, ISO 27001, POPIA, Government MIOS compliance for contract duration.
• Company security screening by State Security Agency (company registration, director IDs, tax clearance).
• Individual security suitability checks (ID, qualifications, fingerprints, signed consent) and security clearances (Z204/DD1057 form, fingerprints, personal documentation) if required.
