Disqualification risks:

Three-stage evaluation:

1. Screening for Compliance (pass/fail): CSD registration, tax compliance, completed SBD 1/4/6.1, CIDB 1GB minimum, company profile, recommendation letters for ≥4 similar projects, key personnel CVs and qualifications, positive security screening clearance. Failure on any item disqualifies the bid.
2. Functionality Evaluation (minimum 50% threshold):

• Experience in Acoustic and Drywall Installations (weight 30): scored on number of similar projects (0 projects = 1, 1 project = 2, 2 projects = 3, 3 projects = 4, 4+ projects = 5).
• Qualifications of Key Resources (weight 10): scored on combined relevant experience (1 year = 1, 2 years = 2, 3 years = 3, 4 years = 4, 5+ years = 5).
• Proposed Methodology and Technical Approach (weight 30): rated 1–5 against requirements.
• Project Plan and Implementation Schedule (weight 30): rated 1–5 (no plan = 1, plan without milestones = 2, plan with milestones = 3, detailed schedule with milestones and timelines = 4, comprehensive plan with milestones, timelines, resources, risk mitigation and completion dates = 5).

Total functionality score converted to percentage; only bidders ≥50% proceed.

3. Price and Specific Goals (80/20 preference point system):

• Price (max 80 points) calculated using the formula Ps = 80[1 – (Pt – Pmin)/Pmin] for tenders up to R50 million.
• Specific Goals (max 20 points) claimed via SBD 6.1 with valid B-BBEE certificate or sworn affidavit. Points allocated: companies owned by black people (5), women (5), youth (5), people with disabilities (10), black people in rural/underdeveloped areas (5), black people in townships (2). EMEs claim 100% of allocated points, QSEs 50%. Failure to submit proof scores 0 for specific goals but does not disqualify.
• Final score = price points + specific goals points (rounded to two decimals). Tie-break: highest specific goals points, then drawing of lots.
• Department may negotiate a market-related price with the highest-scoring bidder or cancel the tender if price is not market-related.

Scope: supply, installation and commissioning of a passive acoustic sound insulation system for executive offices (Minister, Deputy Minister, Director-General) in Building 41 (rooms A129, 128, 127 on 1st floor; C225, A225 on 2nd floor; 310, 328 on 3rd floor) and Building 42 (room 19 on ground floor).

Wall system requirements:

• Additional high-density gypsum drywall layers on existing partitions; minimum double-layer acoustic gypsum board system on both sides where required; acoustic-rated drywall ≥15 mm per layer; staggered joints between board layers.
• Wall cavity filled with high-density acoustic insulation (Rockwool or equivalent); full cavity coverage.
• Acoustic sealant to all joints, gaps, penetrations, electrical outlets, conduits, service penetrations, and perimeter gaps between walls, floors and ceilings.

Performance target: completed wall system must achieve minimum STC 50, preferred STC 55 or higher; significant reduction in speech intelligibility between adjoining spaces; conversations in executive offices must not be clearly heard or understood from adjacent offices and corridors.

Exclusions: electronic sound masking systems, white-noise generators, speakers, amplifiers or similar audio-emitting solutions are not permitted.

Aesthetic and maintenance: maintain professional office appearance, blend with existing interior finishes, require minimal maintenance.

Compliance standards: SANS 10103 (Environmental Noise Control), National Building Regulations, Occupational Health and Safety Act, applicable South African acoustic building standards.

Deliverables: installed acoustic treatment systems, completion certificate, product data sheets, warranty certificates (minimum 12-month workmanship warranty, minimum 3-year manufacturer's warranty on installed materials).

Contracting: once-off service, no contract signed; appointed provider must sign a Non-Disclosure Agreement; DSTI reserves the right to screen company and all deployed personnel; positive screening outcome considered during evaluation; sub-contractors subject to same screening requirement.

Pricing: all-inclusive price inclusive of VAT. No separate pricing schedule or bill of quantities detailed in the document. Price evaluated under the 80/20 preference point system for tenders up to R50 million. No bond, guarantee or retention requirements stated. Payment terms not specified.
