Late, telegraphic, telephonic, telex, facsimile or e-mailed bids will not be accepted. Bids must be submitted on the official forms (not re-typed), in black ink, and the bidder must sign the reception tender register. The submission must be in two sealed envelopes: one marked with the contract number and description containing the returnables, SCM documentation and annexures; the other containing the pricing schedules and bill of quantities. The outer package must show only the employer's address and identification details. Bidders must complete all returnable documents in full; incomplete submissions may be regarded as non-responsive. Returnable forms include SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 3.2 (Pricing Schedule), a certificate of authority for signature, a copy of the authorised signatory's ID, CSD registration report, tax compliance PIN, B-BBEE certificate or sworn affidavit, CIDB registration proof, COIDA certificate or letter of good standing, and a JV agreement if applicable. Failure to submit any compulsory document results in disqualification.

Stage 1: initial screening for compliance with SCM returnable requirements, tax matters and CSD registration; non-compliant bids are disqualified. Stage 2: mandatory requirements, including attendance at both compulsory briefing sessions, pricing all items in the Bill of Quantities, submitting an organogram, valid COIDA certificate, valid CIDB certificate (minimum 3ME PE), and a signed JV agreement if applicable. Stage 3: functional evaluation scored out of 100, with a minimum threshold of 65. Criteria and maximum points: Project Manager experience (35), Company experience (35), Project plan/methodology (30). Scoring uses a 1–5 rating per criterion. For maximum points, the Project Manager must have 6 or more years' experience in WTW filter refurbishment or installation, the company must provide 5 reference letters on client letterhead for related projects, and the project plan must include a Gantt chart, method statement, and completion and commissioning of each filter within 30 days. Stage 4: price and B-BBEE using the 80/20 preference points system. Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Up to 20 points are allocated for specific goals: women (5), people with disability (5), youth 35 and below (5), location of enterprise in Western Cape (2), and B-BBEE status level 1 or 2 EME/QSE contributors (3). Bids that fail to meet the minimum for any stage are not considered further.
