Bids must be delivered to the bid box at OWB Head Office Reception, 1 Niblick Way, Ground Floor, Trident Park 3, Somerset West, 7137, by 12:00 on 27 August 2026. Late, telegraphic, telephonic, telex, facsimile or e-mailed bids will not be accepted. Bids must be submitted on the official forms (not re-typed), in black ink, and the bidder must sign the reception tender register. The submission must be in two sealed envelopes: one marked with the contract number and description containing the returnables, SCM documentation and annexures; the other containing the pricing schedules and bill of quantities. The outer package must show only the employer's address and identification details. Bidders must complete all returnable documents in full; incomplete submissions may be regarded as non-responsive. Returnable forms include SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim), SBD 3.2 (Pricing Schedule), a certificate of authority for signature, a copy of the authorised signatory's ID, CSD registration report, tax compliance PIN, B-BBEE certificate or sworn affidavit, CIDB registration proof, COIDA certificate or letter of good standing, and a JV agreement if applicable. Failure to submit any compulsory document results in disqualification.

Evaluation is in four stages. Stage 1: initial screening for compliance with SCM returnable requirements, tax matters and CSD registration; non-compliant bids are disqualified. Stage 2: mandatory requirements, including attendance at both compulsory briefing sessions, pricing all items in the Bill of Quantities, submitting an organogram, valid COIDA certificate, valid CIDB certificate (minimum 3ME PE), and a signed JV agreement if applicable. Stage 3: functional evaluation scored out of 100, with a minimum threshold of 65. Criteria and maximum points: Project Manager experience (35), Company experience (35), Project plan/methodology (30). Scoring uses a 1–5 rating per criterion. For maximum points, the Project Manager must have 6 or more years' experience in WTW filter refurbishment or installation, the company must provide 5 reference letters on client letterhead for related projects, and the project plan must include a Gantt chart, method statement, and completion and commissioning of each filter within 30 days. Stage 4: price and B-BBEE using the 80/20 preference points system. Price points are calculated using the formula Ps = 80(1 - (Pt - Pmin)/Pmin). Up to 20 points are allocated for specific goals: women (5), people with disability (5), youth 35 and below (5), location of enterprise in Western Cape (2), and B-BBEE status level 1 or 2 EME/QSE contributors (3). Bids that fail to meet the minimum for any stage are not considered further.

The works comprise the refurbishment of bulk water sand filters at Overberg Water WTW, covering the Rûensveld-West and Rûensveld-East schemes. A total of 4 filters are to be refurbished. The contractor must be able to commission filters within the timeframes set by the employer; the project plan must indicate the timeframe to complete each filter. The scope includes all work described in the Bill of Quantities and the scope of works section of the tender. The contract is for engineering and construction works, and the successful bidder will be required to sign a written contract form or form of offer and acceptance.

Prices must be fixed and not subject to contract price adjustments; all rates and prices remain fixed, final and binding for the full duration of the contract. The tenderer must price all items in the Bill of Quantities; failure to do so is non-responsive. The total bid price (inclusive of VAT) as reflected in the pricing submission will be regarded as the total bid price; bidders who are not VAT vendors are not allowed to charge VAT. A construction guarantee is required as part of the contract data. The tender offer validity period is 120 days from the closing date.

CIDB registration: minimum contractor grading designation 3ME PE or higher at close of tender, or capable of being registered within 10 working days. Tenderers registered as potentially emerging enterprises with a lower grading are not eligible. CSD registration: bidders must be registered on the Central Supplier Database and submit a vendor number. Tax compliance: bidders must provide a SARS tax compliance PIN or CSD number; tax matters must be in order. B-BBEE: a valid B-BBEE certificate issued by a SANAS accredited verification agent, or a sworn affidavit for EME/QSEs, must be submitted to qualify for preference points. COIDA: a valid COIDA certificate or letter of good standing from the Department of Labour must be submitted. Declaration of Interest (SBD 4) must be completed and signed. Certificate of Independent Bid Determination (SBD 9) is implied by the standard conditions. Bidders must not be persons in the service of the state, and must not be listed on the Register of Bid Defaulters. Joint ventures must submit a signed JV agreement and each member must be CIDB registered.
