Two-phase evaluation:

Phase 1 – Compliance: SCM checks for completeness and correctness of all required documentation. Bidders who pass proceed to Phase 2.

Phase 2 – Price and Specific Goals (80/20 preference point system):

• Price: 80 points.
• Specific Goals: 20 points (claimed via Annexure B).

Award to the bidder scoring the highest total points.

All items must be brand new; refurbished or used items not accepted.

Prices quoted in South African Rand, inclusive of VAT and all associated costs (delivery, insurance, taxes).

Fixed price – no price adjustment after closure.

Payment within 30 days after receipt of a compliant invoice.

CSD registration: Must be registered on the Central Supplier Database; provide CSD number.

Tax compliance: Submit SARS Tax Status Pin Code.

B-BBEE: Submit valid original or certified copy of B-BBEE certificate or sworn affidavit if claiming points.

CIPC registration: Must be registered and in good standing; provide proof.

Required signed forms: Annexure A (SBD 4), Annexure B (SBD 6.1), Annexure C (POPIA consent), Annexure D (Supplier Code of Conduct), Annexure E (Supplier Evaluation Checklist).

Suppliers must provide a safe and healthy working environment and comply with all applicable health and safety laws.

Suppliers must comply with environmental laws and strive to minimise environmental impact.

NHC conditions of purchase apply. No services or goods to be delivered without an official purchase order or signed SLA. NHC may award to multiple suppliers. Intellectual property created vests in NHC. General Conditions of Contract (GCC) from National Treasury form part of the RFQ.

Evaluation uses the 80/20 preference point system: 80 points for price, 20 points for specific goals (claimed via Annexure B).
