Evaluation method: four-phase process — Phase 1 administrative screening, Phase 2 pre-qualification (mandatory), Phase 3 specification compliance, Phase 4 price and preference (80/20 system: 80 points for price, 20 points for specific goals — 10 points for woman/youth/disability ownership ≥30%, 10 points for B-BBEE level).
Pricing: firm, all-inclusive, VAT-inclusive unit prices per position level for each of the three years, completed in the prescribed pricing schedule; failure to complete the schedule leads to disqualification. Payment within 30 days of invoice.
