Submissions must be made via the National E-Tender Portal (https://www.etenders.gov.za/). Bidders must search by the RFQ reference number, expand the tender information, and follow the e-submission process using CSD credentials. All quotes must be on company letterhead and submitted in PDF format (MS Word, Excel, or images are not permitted). Failure to include all applicable taxes will lead to disqualification.

The tender follows an 80/20 preference point system, where 80 points are allocated to price and 20 points to specific goals as per the PPPFA 2022 regulations. Evaluation is subject to Johannesburg Water's supply chain policy.

The scope is for the supply of 'listening sticks' for WDM (Water Demand Management) physical loss. Bidders must provide datasheets, reference letters, and proof of certification/accreditation where applicable. The Bill of Quantities (BOQ) must be fully completed.

Only firm prices will be accepted; prices subject to exchange rate variations will be disqualified. The total quotation value must be inclusive of all applicable taxes (VAT, PAYE, UIF, SDL).

Mandatory documents for evaluation include: 1) Original valid Tax Clearance Certificate or SARS PIN; 2) Valid B-BBEE certificate or compliant sworn affidavit; 3) Municipal rates and taxes statement (not older than 90 days); 4) Completed and signed MBD 4 (Declaration of Interest), MBD 8 (Declaration of Past SCM Practices), MBD 9 (Certificate of Independent Bid Determination), and MBD 6.1 (Preference points claim form); 5) Proof of CSD registration (MAAA number); 6) Company registration documents with ID copies of directors/shareholders; 7) Signed Joint Venture Agreement (if applicable). Bidders must not be in the service of the state or blacklisted by National Treasury.
