Key personnel — Four roles must be filled and evidenced with qualification certificates and CVs: Project/Total Rewards Lead (NQF Level 8 or higher in HR, Industrial/Organisational Psychology, Business, Finance or related, minimum eight years' relevant senior Total Rewards experience plus a SARA qualification); Reward/Remuneration Specialist with a SARA designation; Change Management/HR Specialist; and HR/Reward Policy and Governance Specialist with a SARA designation. One individual may cover at most two roles, provided both sets of minimum requirements are met.
Track record — Bidders must show at least three relevant Total Rewards or remuneration assignments completed within the past 3 to 5 years, supported by reference letters, including similar work performed for a Schedule 3A or other public entity.
Pricing — Pricing is captured on the SBD 3.1 schedule as a total contract value in South African Rands inclusive of all costs and VAT, with the price remaining firm for the three-month contract period.
Preference and compliance — A valid B-BBEE certificate or sworn affidavit is required to claim preference points under the 80/20 system, with B-BBEE level 8 as the minimum; bidders must supply a SARS tax compliance status PIN, a printed TCS certificate or their CSD number, and a recommended bidder found tax non-compliant has 7 working days to provide proof of compliance or an arrangement with SARS.
