Evaluation in three phases: Phase 1 - Administrative compliance (all mandatory returnable documents must be submitted); Phase 2 - Functionality (GO/NO-GO criteria: (1) Methodology - detailed methodology describing proposed approach and delivery timelines, (2) Design Proposal and Artwork - suitable/similar design proposal including artwork format and specifications; failure to achieve 'GO' on any criterion disqualifies); Phase 3 - 80/20 preferential point system: 80 points for price, 20 points for specific goals (B-BBEE status level).

Scope: Conceptualisation, design, manufacturing and installation of two (2) image gallery displays in the canteen area (floor size: 222 m2) at SARAO Engineering Operations Centre, Klerefontein, Northern Cape. Display 1 - Inner wall left back size: 481 cm x 254 cm (width x height), image gallery about the journey of global radio astronomy (influenced by SARAO G20 historic and 21st century radio astronomy display - artwork available for viewing). Display 2 - Outer back wall size: 995 cm x 254 cm (width x height), image gallery of the South African journey of radio astronomy (influenced by SARAO G20 journey of radio astronomy in South Africa - artwork available for viewing). All artwork must be approved and signed off by SARAO before installation. Measurements are a guide; all dimensions should be taken directly on site for confirmation before work commences. Functionality requirement: Submit a detailed methodology describing the proposed approach to the image gallery installation, including the proposed delivery timelines. Failure to achieve 'GO' on this criterion disqualifies the bid.

Pricing schedule (SBD 3.1) - firm prices only, valid for 60 days from closing date. Items to price: (1) Conceptualisation, design, manufacturing and installation of two image gallery displays; (2) Travel and transportation to and from SARAO Engineering Operations Centre; (3) Accommodation and subsistence (if applicable); (4) Delivery cost of items; (5) Any other costs. Prices must include all costs necessary to complete the work (conceptualisation, design, manufacturing, materials, labour, transportation, travel, accommodation, installation, equipment). Submit detailed cost breakdown on company letterhead. Sub-total, VAT (15%), and total price required. Payment terms: 30 days from receipt of valid invoice and upon delivery and acceptance of goods/services. No pre-payment allowed.

Mandatory returnable documents: Signed SBD 1 (Invitation to Bid), Signed and completed SBD 3.1 (Pricing Schedule), Signed and completed SBD 4 (Declaration of Interest - for quotations >= R2,000), Signed and completed SBD 6.1 (Preference Points Claim - for quotations >= R2,000). Optional: Valid B-BBEE certificate or sworn affidavit (for EMEs and QSEs) - preference points not allocated if not submitted. CIDB requirement: N/A. Registration on Central Supplier Database (CSD) is mandatory for award. Tax compliance status (SARS tax pin/TCS) required. Foreign suppliers must answer residency/tax questionnaire. No collusion, no state-employed directors/shareholders without disclosure.

Contract governed by National Treasury General Conditions of Contract (GCC) and any Special Conditions of Contract (SCC). Payment terms: 30 days from receipt of valid invoice and upon delivery and acceptance of goods/services. No pre-payment allowed. In case of conflict between supplier's terms and SARAO's, SARAO's terms prevail. SARAO reserves right to withdraw, re-advertise, or accept any part of quotation. SARAO does not bind itself to accepting the lowest quotation.
